Description
COMBINED SYNOPSIS/SOLICITATION Air Force Space Command (AFSPC) (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quote (RFQ). Submit a written proposal, to include price quotes for all CLINS for the base year and four option years, on RFQ reference number FA2517-05-T-6050. (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. (IV) This solicitation is a small business set-aside; the associated NAICS code is 441229 and the small business size standard is 500 employees for government contracting. (V) This combined synopsis/solicitation is for the following commercial service: CLINs 0001, 1001, 2001, 3001, and 4001 - Golf Cart Maintenance - All work performed IAW the Statement of Work (SOW). Club Car Electric, Model Carryall II, DS Power Drive System 48, Qty: 19 each. CLINs 0002, 1002, 2002, 3002, and 4002 - Golf Cart Maintenance - All work performed IAW the SOW. Club Car Electric, Model Carryall I, DS Power Drive System 48, Qty: 3 each. (VI) Description of requirements are as follows: STATEMENT OF WORK 302d Maintenance Group Annual Golf Cart Inspection 1.0. SCOPE. The contractor shall provide all labor, equipment, tools, materials, supervision, freight and other items and services necessary to perform maintenance inspections of twenty-two golf carts by a trained and certified Club Car Maintenance technician. Golf carts are located in various units within the 302d Maintenance Group on Peterson AFB, Colorado. 2. 0. SPECIFIC TASKS. The contractor will conduct all maintenance inspections, in accordance with manufacturers specifications, at Peterson AFB, and will not remove golf carts from the base to perform service. Each unit within the 302d Maintenance Group will provide an area for the vendor to perform the maintenance inspection on each respective golf cart. In the event that the vendor requires a larger area than provided, the vendor must request of the 302d Maintenance Group, in advance, the size area required to perform service. No parts replacement will be performed per this SOW. This service will not include replacing major components, troubleshooting systems, or tire or battery replacements. 2.1. The following service requirements per golf cart shall be performed: Adjust, tighten, and inspect all listed items as required; Check steering and linkage; Check brake operation, brake pedal, brake cable, and adjust as required; Check tires for wear and damage; Check accelerator/governor linkage for free movement and return; Check reverse warning buzzer for proper operation; Check to ensure that the park brake latches and releases properly; Check charger plug and receptacle for damage and snug fit Check speed of vehicle; Check all electrical wires and ground wires for tightness and/or damage; Check battery electrolyte level; Clean batteries and casings; Check tire pressure and adjust; Check front wheel alignment and camber, and adjust as required; Check motor brushes and commutator; Check directional switch; Check all lights and electrical switches; Check body for damage; Check and fill transaxle to plug level; Check front wheels for play; Inspect golf cart for loose hardware; Lubricate, per owner?s manual, the brake shaft bearings, brake linkage and pivots, accelerator pivots, and forward and reverse switch contacts; Lubricate and check charger receptacle, front suspension, drive unit, and wheel bearings; Repack wheel bearings; Test batteries, fill as required, and perform discharge test; Test drive golf cart for proper operation. 2.2. Provide a repair list by golf cart serial number for repair action to the contracting officer within three days after inspection. 2.3. Provide MSDS for all grease, lubricants, and potential hazardous materials to contracting officer prior to date of inspection so that a HazMart account can be established for this contract. 3.0. WORK CONTROL AND SCHEDULE 3.1. The contractor will coordinate maintenance service with the 302d Maintenance Group POC in sufficient time for an area to be prepared to conduct the maintenance, and to allow disruption in the work area(s) to be kept to a minimum. 3.2. Hours of operation for the 302d Maintenance Group are 0700 through 1700 Monday through Friday. The 302d Maintenance Group is not available to schedule maintenance on Federal holidays. 4.0. DELIVERY AND INSPECTION/ACCEPTANCE. 4.1. Contractor will notify the 302d Maintenance Group POC upon completion of work for inspection and acceptance. 302d Maintenance Group POC is TSgt Mike Moffet, 719-556-4628. 4.2. Contractor will create, maintain, and dispose of all maintenance and service records required by provisions of mandatory directives. When requested by the customer, contractor will provide the original record, or reproduction when original is not available, within five working days of receipt of the request for the record(s). 5.0. GENERAL INFORMATION 5.1. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor will be allowed non-escorted access to Government buildings 207, 208, 210, 214, 216, 502, 538, and 888 on Peterson AFB consistent with service requirements. The contractor will furnish a current list of employees through the 21st Contracting Office, to the 21st Security Forces Pass and Registration Office in order to be allowed non-escorted access. The contractor must update the list of employees within ten days, when there are changes. The contractor will obtain a vehicle pass for vehicles requiring entry to Peterson AFB. Vehicle registration, proof of insurance, and a valid driver?s license must be presented for all vehicles and employees to be registered IAW AFI 31-204.3. 5.2. PLACE OF PERFORMANCE. Work will be performed in Government facilities located at Peterson AFB, Colorado Springs, CO, as identified in 5.1. 5.3. The make of each golf cart is Club Car Electric. The Model of each golf cart is Carryall-II, DS Powerdrive System 48. The following is a list of the serial numbers for each golf cart: E9542 468878, E9542 468879, E9610 490103, E9611 490802, E9611 490803, E9611 490804, E9611 490805, E9646 544246, E9647 544837, E9647 544838, E9647 544839, E9647 544840, E9647 544841, E9716 568859, E9716 568862, E9716 568863, E9716 568864, E9716-568858, E9716-568857 5.4. The make of each golf cart is Club Car Electric. The Model of each golf cart is Carryall-I, DS Powerdrive System 48. The following is a list of the serial numbers for each golf cart: F0520 506555, F0520 506556, F0520 506557 (VII) Period of Performance is 01 Oct 2005 ? 30 Sep 2006. Option years will carry performance out to 30 Sep 2010 if exercised. Performance will take place on Peterson AFB, CO. (VIII) FAR 52.212-1, Instructions to Offerors ? Commercial Items (Jan 2005), applies to this acquisition. In addition to written quotes, offerors are instructed to provide a capability statement describing qualifications to perform requirements listed at paragraphs V and VI. (IX) FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. Paragraph A of this clause is completed as follows: 1) Price. 2) Capability Statement (Pass/Fail Assessment) shall be used to evaluate offers. Only those offerors receiving a ?pass? assessment will be considered for award. (X) FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Mar 2005) is not required for this action. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2003), applies to this acquisition. (XII) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Jul 2005). Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) (5)(i) (14) (15) (16) (17) (18) (26) and (31), (c) (1) and (2). (XIII) The following clauses are also applicable to this acquisition: 52.232-18 Availability of Funds, 52.204-7, Central Contractor Registration; 52.252-2, Clauses Incorporated by Reference; 252.204-7004 Alt A, Required Central Contractor Registration; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; including 252.225-7001, Buy American Act and Balance of Payments Program, and 252.232-7003, Electronic Submission of Payment Requests. (XIV) The Government intends to award a single Firm Fixed Priced contract resulting from this solicitation. The award will be contingent upon the availibility of funds.
