- PACKING & CRATING SERVICES: This is a presolicitation notice for Packing & Crating at Grand Forks Air Force Base, ND. Solicitation No. FA4659-05-R-0016 will be issued as an RFP, for commercial items under FAR Part 12 Acquisition of Commercial Items and FAR Part 15 Negotiated Procedures. The contractor shall furnish all personnel, equipment, facilities, supplies, services, except as specified as Government-furnished, for the preparation of packing, containerization, shipments of household goods and unaccompanied baggage including preparation for shipment, storage and drayage for Department of Defense personnel at Grand Forks AFB, ND. Services include, but are not limited to: (1) Premove survey, weighing, time requirements, loss and damage reports, documentation, reports, storage, servicing/unservicing of appliances, disassembly of furniture (if required), packing, inventorying, tagging, wrapping, padding, packing and bracing of household good in shipping containers at owner?s residence or contractor?s facility. (2) Drayage from storage warehouses, air and surface transportation terminals, military installation shipping offices and ocean or river terminals/piers to contractor?s facility, unloading from the delivering carrier?s vehicle, handling into contractor?s facility, drayage to owner?s residence, decontainerization and unpacking of loaded containers of household goods and placing goods in appropriate rooms as directed by owner, unservicing appliances, assembly of any disassembled articles and removing shipping container, barrels, boxes/crates and debris from owner?s residence and drayage of empty containers to contractor?s or Government facility. This contract will be 100% set-aside for small business concerns using North American Industry Classification System (NAICS) Code 488991; the Size Standard is $21,500,000. This will be a negotiated acquisition using Performance Price Tradeoff (PPTO) and the evaluation criteria will be based on past performance and price with both factors being approximately equal. The resulting award will be Firm-Fixed-Price (Estimated Quantities), Requirements type contract. This solicitation will be posted electronically on/about 13 Sep 2005 Electronic Posting Site (EPS) at www.fedbizopps.gov PLEASE NOTE: No paper copies will be made available and fax requests will not be answered. The contract period will be one basic year with four ? one year options. All responsible sources may submit a proposal, which shall be considered by the agency.
