- SOLICITATION NOTICE for Ft. Wainwright, Alaska 99703: This is a combined synopsis/solicitation in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicit ation; quotes are being requested as a TOTAL SMALL BUSINESS SET-ASIDE and a written solicitation will not be issued. Closing date is 09 SEPTEMBER 2005 at 9:00 AM (Alaska time). SIC code: 3993; NAICS code: 339950; Size Standard: 500 EMPLOYEES; REFER TO S OLICITATION NUMBER W912CZ-05-T-0076. This Request for Quote (RFQ) and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2005-05. This RFQ is for a replacement sign for the Education Center located at F t. Wainwright, Alaska 99703. Delivery/Installation Date: 30-60 days from date of award. Successful offerer is to provide and fully install custom built sign double sided approximately 20 feet high (installed height) by 9 feet wide with all accessories to include two 8 foot high poles with aluminum pole wraps; topped by 3 foot lighted area with Education Center logos; topped by approximately 44 inch high LED sign with software for inside computer operation; topped by an approximately 4 foot 10 inch lighted area with Ft. Wainwright in aluminum letters and a decorative cap to shield sensor from daylight heat to allow for accurate temperature; base for the two poles consisting of poured concrete sonotube foundation sized for the sign with rebar and J-bolts (to make sign easily moved in the future). Sign shall be able to withstand design loads of 120 miles per hour and be able to operate in temperatures from -40 to 120 degrees Fahrenheit. Vertical components shall be covered with shrouding for a finished ap pearance. Entire sign shall be primed and painted with graffiti-resistant and chip-resistant topcoats. Finish shall be thermally cured or baked to provide a higher luster, more durable finish with less airborne contaminants. Sign cabinets, components an d structural members shall be primed and painted separately prior to assembly to assure complete coverage. A small container of touch-up paint shall be included. Control System shall be based on software capable of operating the programmable LED matrix d isplays with RS422, modem or radio control connectivity options. Software features required: Easy to use Windows?-based software; Graphic user interface; On-line help screens; Show the temperature, time of day and date; Graphic characters; Optional tempera ture sensor; Single and multiple frame messages; Foreign language characters (extended ASCU); Message preview on monitor prior to display; Upload display software; Run up to 30 messages at a time on each display; Schedule messages to run automatically; Op erate each display independently or as a group; Variable hold times; Toll free telephone assistance for operators. Hardware requirements: Personal computer supplied by end-user with Windows? 98 or higher. Training: Successful offeror shall provide maintenance and operator training to include providing local technician on-site during installation and for maintenance training for all aspects of the modular components and operational system maintenance and se tup. . Successful offeror shall provide a complete set of operational and maintenance manuals prior to on-site training for use as the guideline for training; a complete set of diagrams; access to regularly held maintenance training seminars; a full time toll free telephone customer maintenance support and programming consultation; a user kit containing fifteen pre-programmed animation sequences and access to a library of pre-programmed messages of similar sized message/animation displays available for pu rchase.
