Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propos als are being requested and a written solicitation will not be issued. W912CZ 05-T-0074 is being issued as a Request for Proposal, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-05. This a cquisition is reserved for small business concern. The associated NAICS code for this acquisition is 325188 small business standard size is 1,000 employees. Line Item 0001: Hydrogen Peroxide, Quantity 70 (300 gal tote) STATEMENT OF WORK (SOW) FOR Hydroge n Peroxide (300 gallon tote) Contractor shall provide all transportation and other necessary materials to supply this requirement for Hydrogen Peroxide (50% solution strength) for the Water Treatment Plant, Bldg 3565, Fort Wainwright, AK. The contractor s hall also pick up empty totes from the same Bldg location when full totes are delivered. A) Approximate consumption will be approximately 15,000 gallons minimum and 20,000 gallons maximum. B) The contractor will be notified telephonically when three (3) e mpty totes are on hand at the Water Plant, Bldg 3565. Upon notification, the contractor shall, within four (4) calendar days, deliver three (3) full totes and remove the empty totes. C) All pick up and delivery under this contract will occur between 080 0 and 1400 hours Monday thru Friday, and no delivery on Holidays. D) Names of persons authorized to place calls under this contract will be provided in the award. E) Upon initial delivery of the first time three (300 gallon) totes, the Water Plant will pr ovide two(2) empty hydrogen peroxide totes in exchange for three full totes for each delivery thereafter. F) Since empty totes will be exchanged for full totes, it is requested that this contract be offered without a deposit charge for totes. The followin g provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial. FAR 52.212-2, Evaluation, Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible of feror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor will be used to evaluate offers: lowest price, technically acceptable and delivery. Provide technical inf ormation with offer for evaluation. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further acti on by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors sha ll include a completed copy of FAR 52.212-3, Offerors Representations and Certifications-- Commercial Items, with their quotes. Offeror shall include a completed copy of DFARS 252.225-7000, Buy American Act Balance of Payments Program Certificate, if appli cable.
