Proposals submitted in resp onse to this BAA that are selected for award are considered to be the result of Full and Open Competition and are in full compliance with the Provisions of Public Law 98-369, The Competition in Contracting Act of 1984. This announcement is an expression of interest only and does not commit the Government to make an award or pay for proposal preparation cost. The cost of preparing proposals in response to this BAA is not considered an allowable direct charge to any resulting contract or to any other cont ract. However, it may be an allowable expense to the normal bid and proposal indirect cost as specified in FAR 31.205-18. BAA amendments may be issued and shall be incorporated into the contractors proposal. Failure to do so may be grounds for rejectin g the proposal without further review. World Wide Web Addre ss: https://abop.monmouth.army.mil 2 GENERAL INFORMATION 2.1 Background The US Army RDECOM Night Vision and Electronic Sensors Directorate (NVESD) is soliciting proposals for the Advanced Soldier Mobility Sensor Army Technology Objective [Demonstration] (ASMS ATO [D]) through the Broad Agency Announcement (BAA) process. AS MS ATO [D] is a 4-year ATO [D] to develop a low power prototype sensor with Advanced uncooled Longe Wave Infrared (LWIR) and Image Intensified (I2) Visible/Near Infrared/Short Wave Infrared (VIS/NIR/SWIR) helmet mounted vision sensor for mobility, target detection, and situational awareness in complex terrain. It will include a port to import alternate imagery/data (e.g. from a weapon sight) to the high resolution Helmet Mounted Display (HMD) and to export soldier borne sensor imagery. The Advanced Soldier Mobility Sensor (ASMS) ATO-D will develop low power prototype helmet mounted sensor that digitally fuse LWIR and VIS/NIR/SWIR sensor imagery into one image for soldier viewing on a high resolution Helmet Mounted Display (HMD) for test and user evaluation. The ASMS will improve the design of head borne sensors by specifically addressing the low power, electro-optical, and human factor designs that will enable soldiers to better navigate and more rapidly engage targets in total darkness and in the presence of battlefield obscurants by displaying a fused image across the entire field of view. The ASMS will be compatible with currently issued laser aiming devices, such as the PEQ-2 and PAQ-4. The digital image fusion processing architectu re will demonstrate the lowest possible power consumption through the use of a custom ASIC and will reside on the helmet. The ASMS will also integrate a port to import alternate imagery/data (e.g. from a weapon sight) to the high resolution Helmet Mounted Display (HMD) and to export soldier borne sensor imagery; the data link would allow soldier viewing of weapon sight imagery or FBCB2 type data and to export imagery. The objectives of the ASMS ATO [D] are: " Perform human factors study to determine the optimum location for the LWIR and VIS/NIR/SWIR sensors and the HMD, as well as the optimum sensor field of view for mobility in complex and urban terrains. " Conduct trade studies to determine the best LWIR and VIS/NIR/SWIR sensor candidates for image fusion and what electronic functions the digital image fusion Application Specific Integrated Circuit (ASIC) should encompass. " Develop custom ASIC to demonstrate the lowest sensor power possible. " Deliver 4 prototype ASM Sensors for user evaluation. 2.2 Contracting Strategy The Government anticipates using a Cost Plus contract type. Offerors may propose alternate contract types, provided that the alternative is delineated in the proposal and is determined to be acceptable by the Government. NVESD intends to award multiple contracts and/or agreements in FY06 for an initial phase of trade studies (Phase I) with an Option to proceed to Phases II and III (which may or may not be exercised). Each Phase I effort is anticipated to be funded at approximately $200K for a 12 month p eriod of performance. The results from this phase will be evaluated based upon performance and an apparent likelihood of success in a field demonstration. At that time, the determination will be made whether or not to exercise the Phase II Option. In Phas e II, the contractor(s) would produce a Critical Design Review (CDR) for the ASM Sensor, including but not limited to a custom digital fusion ASIC design, sensor selection, configuration, and power budget. After successful completion of the CDR, funding wi ll be released for ASIC fabrication to begin. The Phase II efforts are anticipated to be funded at approximately $5M total for a 12 month period of performance, including the funding to begin the custom ASIC fabrication. In Phase III, the contractor woul d produce a custom ASIC that will incorporate as many e lectronic functions as is practical for lowest total sensor power consumption, as well as a set of 4 prototype ASM Sensors. The custom ASIC will be delivered to the PM Soldier Sensors and Lasers Digital Enhanced Night Vision Goggle (DENVG) program of recor d at the end of FY08. The Phase III effort is anticipated to be funded at approximately $3M for a 24 month period of performance. Phase III includes an Executive Review by the Warrior Technology Council at the end of FY08 to decide whether to continue with the ASMS ATO [D], based on ASIC development progress. If the ASIC is completed or shows clear signs of being able to be completed in time to transition to the PM Soldier Sensors and Lasers DENVG Program of Record according to their schedule, the prog ram will continue; otherwise it will terminate at the end of FY08. 2.3 Description of Effort 2.3.1 Program Description NVESD anticipates that ASMS ATO [D] will be a 48-month, three phase program to develop a custom digital fusion ASIC and 4 prototype ASM Sensors. Phase I will be a study of existing and near term sensor technologies and digital fusion algorithms. The Phas e II option will be a detailed design study that will fully define the ASM Sensor and will culminate in a CDR. The Phase III option will be the fabrication of the custom ASIC, with delivery to the DENVG program at the end of FY08, and ASM Sensors integrat ion. At the end of FY08 an Executive Review will take place and will determine whether to continue the ATO [D] to completion at the end of FY09. 2.3.2 Task Outline Phase I " Conduct trade studies including, but not limited to: determine which sensors are best suited to being fused to support soldier mobility, determine the optimum location for said sensors, determine the optimum field of view for said sensors, and determin e which fusion algorithm is to be used. 2.3.3 Task Outline Phase II Option " Conduct detailed design of the ASM Sensor leading up to Critical Design Review. " Begin custom ASIC design and fabrication upon successful completion of CDR. 2.3.4 Task Outline Phase III Option " Complete ASIC fabrication for delivery to DENVG program by end of FY08. " Begin system integration. " Undergo Executive Review to determine ASMS completion potential. " Deliver 4 ASM Sensors by end of FY09. 3 PROPOSAL INSTRUCTIONS 3.1 General Instructions Offerors will have until 2:00 p.m. (EST), 30 SEP 05 to submit their proposals. An offerors proposal submitted for the ASMS ATO [D] BAA shall address all phases of the project, and all proposals shall include a technical proposal and a cost proposal. P roposals shall be submitted via electronic media using Microsoft Office 2000/XP/2003 products (i.e., Microsoft ? Word and Excel, and Adobe Acrobat version 4.0), in separate files (Technical and Cost). The Cost file shall be submitted as a separate Excel fi le (with all formulas and calculations intact no read only or password protected files) and clearly annotated. The files shall be submitted via the Armys Single Face to Industry, Interactive Business Opportunities Page (IBOP). Proposals submitted in response to this solicitation shall be in English and in U.S. dollars. Proposals shall remain valid for a minimum of 120 days. In addition to submitting electronic proposals via the IBOP, contractors shall submit two hard copies (per below) and one electronic copy on CD-ROM, as follows: Two (2) Proposal Sets to: Commander, US Army Communication Electronics Command Night Vision & Electronic Sensors Directorate ATTN: AMSRD-CER-NV-GCS-SS (Sherwood) 10221 Burbeck Road Fort Belvoir, Virginia 22060-5806. Technical and cost proposals shall be submitted in two separate volumes in order to facilitate the review and evaluation process. Technical proposals shall not exceed a total of 100 pages in length (double-spaced on 8.5 x 11-inch paper) exclusive of refer ences and biographical sketches. Only content, not length, of an offerors proposal will be used in evaluating the merit of the proposal. Offerors are encouraged to submit concise, but descriptive proposals. SECURITY NOTICE: All classified or proprietary data must bear appropriate restricted markings. Any classified material must be marked and transmitted in accordance with the Industrial Security Manual for Safeguarding Classified Information, DOD 5220.22-M . 3.2 TECHNICAL The technical proposal shall include the following sections, each starting on a new page: 3.2.1 Table of Contents The Table of Contents shall include the section number, title and page number. This section will not count against the page limit. 3.2.2 Proposal Synopsis The Proposal Synopsis section shall summarize the proposed work effort, system concept, objectives, how the objectives will be accomplished, and the anticipated outcome. The reader of this synopsis should gain an overview of all aspects of the proposal. The synopsis shall be limited to five (5) pages, and will not count against the page limit. 3.2.3 Phase I Trade Studies This section shall discuss in detail the offerors experience and capability as it relates to the Phase I effort. The discussion should include, but not be limited to, the following: " Related sensor fusion/ASIC program history. " Detailed approach to Phase I accomplishment: o Sensor selections with accompanying rationale. o Fusion algorithm selection with accompanying rationale. o Preliminary sensor configuration. o Determination of ASIC functions. 3.2.4 Phase II Critical Design Review In this section the offeror shall discuss in detail their capacity for a Phase II option, to include, but not be limited to, the capacity to design and begin fabrication on a custom digital fusion ASIC and the ability to prepare a sensor CDR. 3.2.5 Phase III ASIC Fabrication and Sensor Integration In this section the offeror shall discuss in detail their capacity for a Phase III option, to include, but not be limited to, the proposed approach to fabricate a custom digital fusion ASIC, the ability to integrate the ASM Sensor into a user friendly pack age, and the ability to deliver on time. 3.3 Volume II - COST The cost proposal must be prepared in a clear and concise manner that accurately reflects the breakdown of all anticipated costs. The cost proposal shall include a breakout of cost by Phase. The proposal shall include all supporting information including , but not limited to: breakdown of labor hours by category, materials (vendor quotes or method of establishing cost), travel, direct and indirect costs. 3.4 Experience, Personnel, and Facilities The offerors proposed implementation of the work shall be discussed in terms of: " A brief overview of the offerors relevant organizational structure. " Resource & Manpower planning " Management controls " Key personnel and their role " A one (1) page Resume for key personnel. (NOTE: Resumes will not be counted against the page limit.) 4 EVALUATION FACTORS FOR AWARD 4.1 General Approach An offerors proposal submitted for the ASMS ATO [D] BAA shall address all of the Phases of the program. The Government anticipates multiple awards. The Government reserves the right to select for award any, all, part, or none of the responses received . 4.2 Evaluation Criteria Proposals will be evaluated in accordance with the following cr iteria: Technical is more important than Cost; Cost is more important than Experience, Personnel and Facilities. 4.2.1 Technical Overall technical merit of the proposal to include demonstrable maturity, performance, and breadth of systems integration capability applicable to helmet mounted mobility sensors, and the ability to design and fabricate a custom digital image fusion ASIC, with emphasis on developing the ASIC. The transition of the custom digital image fusion ASIC to PM Soldier Sensors and Lasers at the end of FY08 is essential to the success of the ASMS ATO [D], and by extension the DENVG Program of Record. 4.2.2 Cost The proposed cost will be evaluated for both realism and reasonableness of the proposed resources. 4.2.3 Experience, Personnel, and Facilities Programs and R&D efforts related to the BAA topic which demonstrates experience, including performance results from prior system integration; overall personnel qualifications and availability of necessary facilities. Due to limited funds, the Government do es not intend to award contracts to start-up, inexperienced, or ill-equipped organizations. 4.3 Continuation into Phase II Toward the completion of Phase I, the Government will evaluate each contractors performance and determine whether a continuation into the Phase II demonstration is warranted. In order to be considered for Phase II, a contractor must have succeeded in Phas e I, and there must be an apparent likelihood of success. The exercise of the Phase II option will be based on the best overall value to the Government. 4.4 Continuation into Phase III Toward the completion of Phase II, the Government will evaluate the contractors performance and determine whether a continuation into the Phase III demonstration is warranted. In order to be considered for Phase III, a contractor must have succeeded in Ph ase II, and there must be an apparent likelihood of success. The exercise of the Phase III option will be based on the successful completion of a CDR. 5 OTHER PERTINENT INFORMATION 5.1 Certificate of Current Cost and Pricing Data Upon completion of negotiations and agreement on contract price, a Certificate of Current Cost or Pricing Data may be required in accordance with FAR 15.406-2. In addition, any offeror who is required to submit and certify cost or pricing data shall submi t or procure the submission of accurate, current and complete cost or pricing data from his prospective subcontractors. 5.2 Restrictive Markings on Proposals Notwithstanding Army policy, if information contained in the proposal is in the public domain or cannot be protected under law as trade secret (e.g., a patent application), the Army will not accept liability for failure to safeguard it against open disclos ure. If an offeror wishes to restrict the proposal, the offeror should mark the title page with the following legend: This data shall not be disclosed outside the Government and shall not be duplicated, used or disclosed in whole or in part for any purpo se other than to evaluate the proposal; provided that if a contract is awarded to this BAA responder as a result of or in connection with the submission of this data, the Government shall have the right to duplicate, use or disclose the data to the extent provided in the contract. This restriction does not limit the Governments right to use information contained in the proposal if it is obtained from another source without restriction.
