- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Therefore, read this entire notice and the instructions herein. The solicitation is number W91238-05-S-0215 and is being issued as a request for quotes (RFQ). Solicitation documents and incor porated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. This acquisition will be set-aside for small businesses. The NAICS Code is 541380. The size standard is $10 million. The basis for this award will be made to the lowest-priced, responsible, compliant quote. Sample Preparation Three 5-foot cores will be collected for radiological isotope analysis. To minimize disturbance, cores will be cut into 2- to 3-foot sections for easier transport, sealed, and shipped to the laboratory for processing and analysis. Core s ections will be transported and stored vertically. The labo?ratory will extrude sediment in uniform sections of 2 inches (5 cm) for radiological isotope analysis. Samples will be dried, disaggregated, and sieved to pass through a #60 mesh sieve. Only the f iner-grained material will be analyzed. Core sub-samples will be labeled according to the convention outlined in the FSP (Section 3.4.4; Table 3-4). For example, the first 2-inch sediment sample (0- to 2-inch increment) from core location MI23 collected on September 10, 2005 will be labeled MI23SD020905. The second sample increment in this core (from 2- to 4-inches) will be labeled MI23SD040905. QC Specifications*In accordance with all USACE guidance documentation, EM 200-1-3 and DoD Quality Systems Manual for Environmental Laboratories, ver 2. Current MDL study must accompany proposal prior to award in order to assess against project requirements. DELIVERABLES Full data packages in Adobe Acrobat format, original completed Chain-of-Custody (COC). T URNAROUND TIME (TAT): 28 working days from receipt of sample at laboratory. PERIOD OF PERFORMANCE: From date of award to February 2006. LABORATORY The laboratory must conform to the requirements detailed in the DoD Quality Systems Manual for Environmental Laboratories, ver 2.0, March 2002 or be certified by NELAC. TECHNICAL DIRECTION The Contractor shall take no direction from any Government employee other than the Contracting Officer that changes the terms and conditions of this contract action, the scope, or any change that impacts the cost, or schedule. Changes authorized by the Contracting Officer will be in the form of a written, official, signed modification to the contract action received by the Contractor before the Contractor will act upon those changes. The Contractor will comply with the changes clause of this contract when the Contractor believes direction has been given from persons other than the Contracting Officer. Any direction given by any Government employee outside their authority must be reported to the Contracting Officer. Contractin g Officer Representatives (CORs) are limited to the authorities stated in the COR appointment letters. SPECIAL NOTES Costs for sample containers (jars and bottles), shipment of containers to the site, and sample disposal must be included in the unit price s. MS/MSDs will be designated on the COC or in the absence of it being designated will be performed on samples associated with the project. MS/MSD will not be charged as a separate sample. The cost of these must be included in the unit price for the env ironmental samples listed in the table. PAYMENT SCHEDULE Invoices shall be submitted per sample delivery group (SDG) following receipt of all deliverables by USACE for that SDG. The Government shall pay the Contractor upon submission of proper invoices f or supplies delivered and accepted or services rendered and accepted for the portion of work actually performed under this contract. Each invoice will be accompanied by a full accounting of each Line Item billed, the actual quantity being billed and suppo rting documentation to support the actual quantities.
