Description

The Bureau of Reclamation intends to issue a Request for Proposal for a firm fixed-price construction contract for the DMC-CA Intertie Pumping Plant at Mile Post 7.2 on the Delta-Mendota Canal, approximately 10 miles west of Tracy, California in Alameda County. The applicable North American Industry Classification System (NAICS) Code is: 237990. Award of a contract will be made in accordance with HUBZone Price Evaluation Preference procedures as described in Federal Acquisition Regulation (FAR) 19.1307. FAR Clause 52.219-4, Notice of Price Evaluation Preference for HUBZone contractors are listed on the Small Business Administration's List of Qualified Small Business Concerns at website http://ww.sba.gov/hubzone. The magnitude of this project is estimated to be greater than $10,000,000.00. The work consists of the following: Site construction: 1). Clearing and grubbing work areas of vegetation and rubbish, 2) constructing temporary canal water retention structures, 3) excavating earth materials for construction of pumping plant structure, pipelines, and access roads, 4) placing and compacting backfill for the pumping plant service yard, 5) constructing an access road to the pumping plant, 6) furnishing and laying reinforced concrete pressure pipe or steel line pipe for discharge pipeline, 7) excavating, backfilling, and compacting backfill in pipe trenches, 8) furnishing, placing, and compacting gravel surfacing on pumping plant service yard and access road, 9) furnishing and erecting chain link fence around pumping plant service yard, and 10) furnishing and erecting w-beam guardrail and handrail at the pumping plant. Concrete work: 1) Constructing reinforced cast-in-place concrete for pumping plant structure. Fabricated Metalwork: 1) Furnishing and installing fabricated metalwork including ladders, frames, gratings, covers, and handrail, 2) furnishing and installing ladder and fall protection rail system for pumping plant building, 3) furnishing and installing steel manifolds and piping. Doors: 1) Furnishing and installing steel doors and door hardware for pumping plant building. Finishes: 1) Coating fabricated metalwork, mechanical items, doors, and frames, 2) furnishing and installing gypsum board for control room of pumping plants building. Specialties: 1) Furnishing and installing fire extinguishers, and 2) furnishing and installing wall louvers. Equipment: 1) Furnishing and installing trash racks, 2) installing government furnished equipment as follows: vertical pumps, line shafts, column pipes, discharge heads, and miscellaneous components, vertical induction motors, titled-disc check valves, cast-iron, slide gates, wall thimbles, stems, motor operators, and miscellaneous equipment, and 3) furnishing and installing valves and equipment. Special construction: 1) Furnishing and installing cathodic protection system, 2) designing, furnishing, and erecting metal building system for pumping plant, furnishing and installing two four-path ultrasonic pipeline flowmeters, water-level measuring devices, intake level monitoring system, fire detection and alarm system, and clean agent fire extinguishing system. Mechanical: 1) Furnishing and installing vault sump pumping units and gravity drainage piping, heating, ventilating, and air-conditioning system, 2) furnishing portable lubrication oil filtering equipment for cleaning motor bearing oil, 3) furnishing and installing compressed air system component. Electrical: 1) Provide and program programmable logic controller (PLC) with personal computer, 2) design, furnish and install fire detection system in pumping plant, 3) switchyard including 69/4.16-kV power transformer, 69-kV circuit breaker, 69-kV disconnecting switches, and 69-kV combination current/potential transformer, 4) provide grounding and bonding, conductors and cables, and electrical conduit, 5) provide wiring devices, 6) furnishing and installing one engine generator with automatic transfer switch, 7) provide distribution transformer, 480 volt distribution panelboard, 208/120 volt panelboards and transformer load center, 8) provide 5 kV metal clad switchgear, 9) provide 5 kV motor control center, 10) provide 600 volt motor control center, 11) provide control boards, and 12) provide interior and exterior luminaries and emergency and exit lighting. The contract duration is estimated at 158 days. Solicitation 06SP204002 will be posted at http://ideasec.nbc.gov on or about September 13, 2005. The estimated date for receipt of proposals is on or about October 14, 2005. No paper copy of this solicitation will be distributed with the exception of the drawings.
