Description

This is a combined synopsis/solicitation for commercial materials and services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested. Solicitation No. 201815R024 is issued as a Request for Proposal (RFP) and a firm fixed price commercial order will be issued using Commercial Items procedures. This acquisition is set-aside for small business. The NAICS Code #212312. The small business size standard is 500 employees. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. BACKGROUND: The U.S. Fish and Wildlife Service, Attwater Praire Chicken National Wildlife Refuge, Eagle Lake, Texas located 6.5 miles NE of Eagle Lake on FM 3013 requires road surfacing gravel per specifications listed under Line Item No. 0001 specifications. LINE ITEM NO. 0001, Road Gravel to be spread on Refuge per specifications below, Qty: 7,000 TONS UNIT COST PER TON:______________TOTAL BID COST:_______________ SPECIFICATIONS: The gravel is to be delivered in trucks no larger than 16 yard capacity. The gravel is to be spread as evenly as possible so that the gravel can be spread over the 12 to 15 foot width of the roadway at approximately 4-6 inches deep (final grading to be done by Refuge equipment and Personnel). No dumped piles shall be over 2 feet deep. Gravel Specifications shall be as follows: Aggregrate (gravel) road surfacing A. Provide hard, durable particles or fragments of crushed stone, crushed slag, or crushed gravel conforming to the following: 1. Los Angeles abrasion, AASHTO T 96: 50% max. 2. Sodium sulfate soundness loss (5 cycles), AASHTO T 104: 12% max. 3. Durability index (coarse), AASHTO T 210: 35 minutes. 4. Durability index (fine), AASHTO T210: 35 minutes. 5. Fractured faces (coarse), Tex-460-A, Part 1: 50%min. with 2 or more fracture faces. 6. Free from organic matter and lumps or balls of clay. 7. Liquid limit, AASHTO T 89: 35 Max. 8. Plasticity index, AASHTO T 90: 4 to 12. 9. Gradation: see table below Gradation for Aggreggate Road Surfacing Sieve Size Percent by Weight Passing (AASHTO T 27 and T 11) 1inch (25 mm) 100 3/4 inch (19 mm) 97-100 No. 4 (4.75 mm) 41-71 No. 40 (425?m) 12-28 No. 200 (75?m) 9-16 B. Obtain the aggregate gradation by crushing, screening, and blending processes as necessary. C. An initial gravel sample test by an independent certified testing laboratory will be required for the first batch of gravel delivered, after that, random testing shall be required as deemed necessary by the Contracting Officer at the contractor's expense to ensure the gravel meets the required specifications. DELIVERY INSTRUCTIONS: Gravel is to be delivered to roads on Attwater Prairie Chicken National Wildlife Refuge as specified by Refuge Personnel. Deliveries are to be made during daylight working hours and no later than 4:00pm central standard time. Deliveries are to be made from Monday through Friday, with the exception of observed holidays. Materials will be delivered within 48 hours after request has been made by refuge. The number of loads per day may vary. This will be determined at a later date. Period of performance for contract is to 09/30/2006. Offers are due no later than 4:00 p.m. (local time), 09/14/2005 and should be electronically submitted via e-mail to lisa_rodriguez@fws.gov or mailed to U.S. Fish and Wildlife Service (CGS) 500 Gold Ave., SW, Room 5108, P.O. Box 1306, Albuquerque, NM 87103 or faxed to 505-248-6791. Offered price will include all applicable federal, state, and local taxes. All material is to meet Texas Department of Transportation standards and needs to be tested per the standard requirements. The provision at FAR 52.212-01, Instructions to Offerors-Commercial Items, and FAR provision 52.212-02, Evaluation Commercial Items, are applicable to this acquisition, 52.212-03 Offeror Representations and Certifications - Commercial Items, the Clause at FAR 52.212-04, Contract Terms And Conditions-Commercial Items, and the Clause at FAR 52.212-05, Contract Terms and Conditions required to Implement Statues or Executive Orders-Commercial Items, FAR 52.232-35, Designation of Office for Government Receipt of Electronic Funds Transfer Information, DIAR 1452.210-70 Brand Name or Equal, FAR 52.246-04 Inspection of Services-Fixed Price, FAR 52.237-2 Protection of Government Buildings, Equipment, and Vegetation, FAR 52.237-3 Continuity of Services, FAR 52.246-20 Warranty of Services, FAR 52.246-25 Limitation of Liability - Services, and R2-036 Questionnaire of Bidder's Responsibility apply to this acquisition. Evaluation of Commercial Items: This is a "Best Value" procurement. The Government will award to the responsible offeror who conforms to the solicitation and is considered most advantageous to the Government, based on 1. Past performance; 2. Vendors wishing to respond to this combined synopsis/RFP should provide this office with the following: price quote with correct remittance address, and a completed copy of FAR Clause 52.212-03, Offeror Representations and Certifications-Commercial Items, and the attached questionaire filled out. CAUTION: This solicitation has been issued electronically as will any amendments thereto. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to obtain any amendments which may be issued. The Offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for the receipt of offers. Contractors must be registered at the Central Contractor Registrations System (CCR) at http://www.ccr.gov to be considered eligible for award. FAR CLAUSE 52.211-16 VARIATION IN QUANTITY (a) A variation in the quantity of any item called for by this contract will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the extent, if any, specified in paragraph (b) below.
