Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Spectro, Inc for a long-term Logistics Support Contract for the continued maintenance, repair, calibration support and operator training of the A/E35U-4 Oil Spectrometers . The A/E35U-4 Oil Spectrometers, NIIN 01-415-1767, procured from Spectro, Inc. under contract N68335-95-MP-54519 are used to analyze metals in lubricating oils and/or contaminants in gas turbine fuels. It is a tool used to detect and measure the presence of elements that exist either in small, suspended particles or dissolved in natural or synthetic petroleum based products. These units are used by Navy and Marine Corps personnel at the organizational and intermediate levels of maintenance both land-based and shipboard throughout the world. There are 4 spectrometer configurations. The Government does not own current data, technical manuals for all configurations, drawings, or other specifications to permit full and open competition. The Government intends to procure the above item under the authority of 10 USC 2304(c) (1), FAR 6.302-1. The solicitation will Not appear on the NAVAIR HOME PAGE, but will be mailed directly to the Original Equipment Manufacturer. The Navy?s intention is to enter into a long-term Performance Based Logistics Support Contract for the continued maintenance, repair, calibration support and operator training for the units for a period up to 8 years with Spectro, Inc. The contract will be on a Firm Fixed Price (FFP) basis for all program years. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
