Description
The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department Philadelphia Division intends to procure medical records coding, quality control and training services on a sole source basis for the period of 16 September 2005 through 31 December 2005. The required services are necessary in order to ensure no break in contractual coverage from the expiration of the current Blanket Purchase Agreement (BPA) Task Orders issued by the Naval Medical Logistics Command, which are scheduled to expire after 15 September 2005, and the commencement of services (01 January 2006) under the competitive follow-on award(s) resulting from current solicitation N00140-05-R-0045. The proposed contract action is for services for which the Government intends to solicit and negotiate with only the following seven (7)sources under the authority of section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a), a Sole Source acquisition under the authority of the test program for certain commercial items. The seven (7) sources are as follows: (1) A&T Systems Inc. in support of the following locations: Naval Medical Clinic Annapolis, MD; Naval Hospital Beaufort, SC; Naval Hospital Bremerton, WA; Naval Hospital Camp Pendleton, CA; Naval Hospital Charleston, SC; Naval Hospital Cherry Point, NC; Naval Hospital Corpus Christi, TX; Naval Hospital Camp Lejuene, NC; Naval Hospital Lemoore, CA; Naval Hospital Oak Harbor, WA; Naval Medical Clinic Patuxent River, MD; Naval Hospital Pensacola, FL; Naval Medical Clinic Pearl Harbor, HI; Naval Medical Clinic Quantico, VA; Naval Medical Center San Diego, CA; Naval Hospital 29 Palms, CA; and the Healthcare Support Office in San Diego, CA; (2) Concord Personnel Services, Inc. in support of the following locations: Naval Hospital Rota, Spain; Naval Hospital Naples, Italy; and Naval Hospital Guantanamo Bay; (3) Eagle Group in support of the following locations: Naval Hospital Jacksonville, FL; Naval Hospital Sigonella, Italy; (4) KMR LLC in support of the following locations: Naval Health Clinic New England which includes Brunswick, ME; Groton, CT; Newport, RI; and Portsmouth, NH; Naval Hospital Great Lakes, IL and Naval Hospital Okinawa, Japan; (5) PlanetGov in support of the following locations: Naval Hospital Guam and the Healthcare Support Offices in Norfolk, VA and Jacksonville, FL; (6) Standard Technology Inc. in support of the following location: Naval Hospital Yokosuka; and (7) United Audit Systems Inc at the Naval Hospital Great Lakes, IL. A single Firm Fixed Price, commercial item, purchase order will be issued to each of the aforementioned contractors encompassing those applicable MTF locations identified above pursuant to FAR 13.5 test program procedures. As under the current BPA task orders, the abovementioned contractors shall provide medical records coding services; provide medical records coding training that is tailored to the healthcare providers; create templates for healthcare providers in the Government provided computer system; provide quality control/auditing services; and provide medical record administration services. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
