Description
NAICS Code: 334516 Capillary DNA Analyzer This is a combined synopsis/request for quote for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotes are being requested and a written RFQ will not be issued. Shipping charges need to be included in price. The NAICS code is 334516. The specifications for the Capillary DNA Analyzer are as follows: Specifications The award will be made to the lowest price technically acceptable offeror who meets the following requirements: 1. The DNA analyzer must be based on capillary electrophoresis and it should be able to handle sequencing runs of 96 samples simultaneously in a period of approximately 2 hours with a minimum output of 1100 bp. Eight hundred and fifty of the base calls per read should have a Phred value of 20 or greater. 2. The DNA analyzer must have the potential of processing multiple 96 well plates per day for a minimum of 1000 sequencing reactions per day. The instrument must also possess automated loading capabilities so an operator does not have to manually load each plate. Any required washing or conditioning steps must be performed in an automated fashion. 3. The DNA analyzer must allow for the use of capillaries of different lengths without the need for any hardware modifications. Installation and removal of capillary arrays must not require removal any other component of the DNA analyzer. 4. Capillary arrays must provide a minimum useful life of 300 sample runs. 5. In addition to sequencing software, the DNA analyzer must be capable of performing other genotypic analyses involving different fluorescing dyes and chemistries and provide accurate separation of DNA finger printings produced by the following techniques: rep-PCR, arbitrarily primed polymerase chain reaction (AP-PCR), Automated Ribosomal Intergenic Spacer Analysis (ARISA), Single Nucleotide Polymorphism (SNP), and Amplified fragment-length polymorphism (AFLP) analysis. The instrument's genotyping software must provide automated functions like allele calling 6. The DNA analyzer must be able to perform to perform genotypic analyses in less than an hour and process a minimum 2500 samples per day. 7. The DNA analyzer must be able to produce DNA fragment data output compatible with the Terminal Restriction Fragment Length Polymorphism (TRFLP) Fragment Sorter software program developed at the Ohio State University. 8. The DNA analyzer must include a computer system with operating system in compliance with Section 508 of the Rehabilitation Act and using a Windows OS platform. The computer system must allow user friendly storage archival of data via Zip and CD drives and the capability of being connected to a computer network to access data files. 9. The contractor must provide a minimum warranty of at least three years to cover for parts and maintenance service. The contractor is responsible for providing factory trained personnel to perform all repairs and perform maintenance services. 10. Reagents for the different applications with the DNA analyzer must be available directly through the instrument's contractor or a competitive vendor. 11. The contractor must provide on-site, in-lab customer training to a minimum of five users. Reagents required for the training will be provided by the contractor. 12. The contractor must accept trade-in of the following equipment: MJ Base Station 51 DNA Fragment Analyzer and a LI-COR 4300 DNA Analyzer and annotate the trade-in credit in its quote. All items shall be delivered to U.S. EPA, 26 W. MLK Dr, Cincinnati, Ohio 45268, no later than 60 days after award. FOB point shall be destination. The following clauses apply to this request for quote: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items, and the specific evaluation criteria is as follows: (1) Technical acceptability of the item offered to meet the Government's requirement and (2) Technical acceptability shall be evaluated on a pass or fail basis. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above; FAR 52.212-3, Offeror Representations & Certifications-Commercial Items, shall be completed by offeror and submitted with quote, unless the offeror's registered with CCR; FAR 52.212-4, Contract terms & Conditions-Commercial Items; FAR 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items.
