Description
The U.S. House of Representatives, Office of the Chief Administrative Office, is interested in acquiring the services of a contractor to aid in the assessment of the office needs of approximately 40 Freshman Members from the 2004 class of Freshman Members for the period from election to six months of tenure. This study will provide valuable actionable management data that will dramatically improve customer satisfaction for future freshman classes. Every two years, Freshman Members face the challenge of beginning their term of service at the House of Representatives. These Members must, over a two month period, gain an understanding of the administrative, technological, security, personal, personnel, DC and District office, financial, and communications requirements related to beginning their term of service. This transition requires freshman Members and their staff to rely extensively on a wide range of House services to complete this critical transition. The Chief Administrative Officer, along with the Office of the Clerk, the Sergeant at Arms, and Chaplain, as well as the Attending Physician, Architect of the Capitol, and other House offices, jointly provide a foundation of services to facilitate the work activities of the House, its Members, and staff, including the successful transition of the entire House of Representatives every two years. The scope of this project spans all work and tasks required to complete the following phases of the project: a. Phase I ? Project Plan, b. Phase II ? Develop and Administer Survey, c. Phase III ? Conduct Focus Groups, and d. Phase IV ? Analyze Data and Assess Needs. The estimated period of performance is two months from the date of award. The successful offeror shall provide comprehensive services to encompass all aspects of the project. No telephone or facsimile request will be accepted.
