Description

The International Boundary & Water Commission, United States Section (USIBWC), requires the furnishing of labor, materials, and equipment to excavate foundation/slab, construct forms, place concrete and steel reinforcement, and erect a pre-fabricated metal parking building at Amistad Dam and Power Plant, United States Section. The prefabricated metal structure is Government furnished, in the specifications and the cost for this is not included in the acquisition. Amistad Dam and Power Plant is located on the Rio Grande in Val Verde County, Texas, and approximately 12 miles upstream from Del Rio, Texas. The estimated range of construction is between $100,000 and $250,000. Tentative dates for issuing and opening IFB IBM05B0003 are July 6, 2005 and August 5, 2005, respectively. The solicitation is for a firm fixed-price construction contract. The performance period is 90 calendar days from Notice to Proceed. Award will be based on the lowest overall price to the Government. The solicitation documents, including plans and specifications, will be available for inspection at the International Boundary & Water Commission, US Section, 4171 North Mesa, Building C, Suite 224, El Paso, Texas 79902-1441. Copies of the bid packages are available at no charge. All requests for bid documents must be in writing by July 1, 2005 by letter, facsimile to (915)832-4192, or e-mail message to irmagurrola@ibwc.state.gov, no telephone request will be accepted. Requests for bid documents must be sent to the preceding address, ATTN: Irma Gurrola. Requests must include business name, point of contact, address, telephone, fax machine and cell or pager numbers (include area codes), e-mail address (if available), and IFB number. Offerors are strongly encouraged to attend the pre-bid conference and site visit at the time designated in the IFB. The North American Industry Classification System (NAICS) code is 236220 for Parking Facility Construction. The small business size standard is $28,500,000 in gross receipts, averaged for the past three years. The Federal Product Service Code (FPSC) is Y224 for construction of facilities/parking facilities. The project is a Total Service Disabled Veteran Owned Small Business Set-Aside. See Note 29.
