Description
This is a combined synopsis/solicitation for commerical items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This acquisition is being conducted with commercial procedures as outlined ar FAR 12. Solicitation number H92240-05-T-TR01 is issued as a request for quotation. (RFQ) The resulting contract will be firm fixed price. Note # 1 applies SIC 7032 NAICS 721214 with a size standard of NTE $6 million dollars. All responsible business may submit a quote that shall be considered. The quote must clearly show that the items offered are adequate and available F.O.B. Destination. All quotes must be received at the Contracting Office no later than 15 days after the date of publication of this notice. All potential offerors must be Central Contractor Registered (CCR) FAC Number 2005-05 Dated July 27, 2005 Description: Provide food, lodging and use of land for two (2) eight night and seven day training blocks Training blocks to be conducted in October 2005, and April 2006 Twenty-four (24) people per block We require sole source usage during our training dates Provide realistic sniper training. Climate and terrain must replicate a multituse of operational environments Both spring and fall courses can see anything from dry and dusty to rain or snow Terrain to include thick wooded areas, large open fields, cliffs, canyons, swamps, lakes, and a deep water river. Training areas must be within the immediate area of the billeting This will allow multiple training evolutions in a short amount of time Must have safe 360 degree live fire range and allowing the ability to approach, observe, and engage targets from any angle Due to maritime emphasis snipers are required to accurately estimate range and engage targets across bodies of water The ability for calling wind differs in each terrain Both calling wind and range estimation over water is essential a live fire, over water range that consists of multipile yard lines, ranging from 100-700 yards A wide variety of vegetation density within these training areas which forces students to apply the necessary field craft discipline to successfully accomplish a given stalk or tasking The terrain, latitude and altitude must challenge even the most seasoned snipers shooting skills For example peak to peak shooting Also high angle shooting with multiple evolutions This acquisition incorporates the following FAR clauses: 52.212-1 Instructions to Offerors-Commercial Items: 52.212-3 Offeror Representations and Certifications-C0mmercial Items must be completed and submitted along with the quote in accordance with 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items.
