Description
The Broadcasting Board of Governors, International Broadcasting Bureau, (BBG/IBB) intends to award a non-competitive, commercial contract to The Associated Press a subsidiary of Press Association, in accordance with 41 USC 253 (c)(1), other than full and open competition pursuant to FAR 6.302-1(a)(2)(ii), ?only one responsible source and no other supplies or services will satisfy the governments requirements.? Press Association is the only firm capable of meeting BBG?s requirement for providing AP Digital News Service/Photo Archive services. AP?s Digital News Service/Photo Archive service is necessary to satisfy the Agency?s requirement in meeting the Agency?s broadcasting mission. The NAICS Code for this requirement is 519110 ? ?News Syndicate Services.? FOB Destination - Washington, DC. A Firm-Fixed Price contract will be awarded for a performance period beginning October 1, 2005 through September 30, 2006 with four (4) consecutive one-year renewal options. Interested firms or persons may however, identify their interest and capability to the above stated Contracting Officer. All such proposals for consideration must be received by the Government by 5:00 PM Eastern Daylight Time (EDT) on September 15, 2005. A determination by the Government not to compete this proposed contract based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms responding to this notice must be sufficient in detail to afford evaluation without added submission as the information submitted will be considered solely for the purpose of determining whether to conduct a competitive procurement.
