Description
The Federal Law Enforcement Training Center (FLETC), Artesia, NM intends to solicit and award a firm-fixed contract for the following: Provide all labor, materials, equipment and supervision necessary to perform the work to meet Department of Homeland Security (DHS) standards for removing and re-striping vehicles. The government will furnish the new striping material to include the door seals. Removal of Striping: The contractor shall remove existing striping without damaging, scratching or altering the existing vehicle paint. In addition to removal of existing striping, the contractor shall be responsible to remove all adhesive and residue left by the striping material. The contractor shall use the appropriate method to clean and blend the surfaces of the vehicle so that the paint at the previously striped area blends in with the paint on the rest of the vehicle. The contractor shall apply clear coat wax/protectorant to vehicles not being re-striped. Re-striping: The contractor shall use appropriate materials to clean and remove all wax, protectorant, residue and any foreign substances from areas of vehicles to be striped. The government will provide striping material as per DHS guidelines and pattern for applying striping material. The government will provide the fleet numbers for each vehicle. After the striping has been securely fixed, the contractor will apply finish products (wax/polish/ protectorant) to each vehicle. Detailing of vehicles: The contractor shall perform the following services in accordance with industry standards: wash the exterior of the vehicle to remove grease, grime, dirt, tar, bugs and all foreign substances. Use appropriate cleaners that will damage neither painting nor striping on all areas of the vehicle and its components (e.g. plastic lens covers on the overhead light bars) to include but not limited to tires, bumpers and grills. Apply finish products (wax/polish/protectorant) to clean vehicles. Wax/Polish applications will be buffed either by hand or machine to bring out the shine. The exterior finish to include windows will be free from spots. The contractor shall vacuum the interior of the vehicle to include floor, floor mats and seats. The contractor shall use appropriate cleansers and materials to remove existing stains in the aforementioned floor, floor mats and seats. The contractor shall apply appropriate cleaners and protectorants to all vinyl type surfaces. The final product for steering wheel and seats are to be clean and shiny, but free from being slick and slippery. Detailing: The government will deliver up to ten vehicles per week to be completed by the contractor within three days after delivery. It is the responsibility of the contractor to notify the government?s POC if all vehicles cannot not be picked-up by the government as per the stated timeframe. If the contractor fails to notify the government and/or fails to detail all delivered vehicles timely, the contractor will be assessed damages due to failure to perform as per the specification requirements. The government?s radius for delivery is within fifteen miles or less from the post of duty (1300 W. Richey or West Range Compound). The government will deliver no more than five vehicles on any given day for either striping or detailing. The turn around time for vehicles having the striping removed shall be completed within three days after delivery and picked up by the government on the third day. Vehicle being re-striped shall be inspected by the government POC once the old striping has been removed and before applying new striping to make sure no discoloration will appear once the final work is performed. This inspection will take place at the contractor?s location. For vehicles that have discoloration or blemishes that will show once the old striping has been removed and will not be covered by the new striping scheme, the government POC will be notified accordingly. For additional cost to be incurred within scope of this requirement, the government and the contractor may negotiate via modification for changes. In the event that a reasonable solution is not available, the government will procure the services by other means to perform this new work. Upon completion of work by other means, if necessary, the government will return the vehicle to the contractor for application of the new striping process. The returned vehicle shall be inspected by the government prior to the contractor applying the new striping as the final work. The contractor shall complete all work within three days after approval by the government. Pictures will be provided upon request to show what the final product should be. Actual DHS guidance and specifics will be provided with the new striping kits.
