Description
The United States Coast Guard (USCG), Maintenance and Logistics Command Atlantic (MLCA) intends to issue a solicitation for a firm fixed price Indefinite Delivery Requirements contract for the purchase of remanufactured 12V71 Detroit Diesel engines to include; Engine mounts; Fan; Flywheel; Over speed governor; Shutoff; Tach drive; Hydraulic governor and Muffler connection. The existing engines shall be provided for a core charge credit. Engine test results, Dynamometer Report and Technical Publication shall be submitted on each engine. This requirement is supported by a Justification for Other than Full and Open Competition (JOTFOC) which restricts competition to Detroit Diesel or certified Detroit Diesel dealers for limited competition in accordance with FAR 6.302-1 ? Only one responsible source and no other supplies or services will satisfy agency requirements. The JOTFOC will be posted with the solicitation. The Coast Guard does not own specifications or drawings. The solicitation will be issued in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The Request for Quotations (RFQ) will be issued on or about September 20, 2005 via the Federal Business Opportunities (FedBizOpps) web site at http://www.eps.gov. The RFQ number will be HSCG80-05-Q-3FAW29; hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor the FedBizOpps site for RFQ release and all subsequent amendments. This RFQ will be issued on an unrestricted basis. This acquisition will include one base year with two one-year option years. The contractor will be responsible for shipping the engine to the Coast Guard facility in Boston, MA or Sault Ste. Marie, MI. Individual delivery orders will provide the address. An estimated quantity of approximately 4 each may be ordered per year. The desired and required turn around time will be in the solicitation. All responsible sources may submit a quotation which shall be considered by the USCG. The government will award a firm fixed price contract resulting from the RFQ to the responsible quoter whose conformance to the RFQ will be most advantageous to the government, price and other factors considered which will be identified in the RFQ. Anticipated date of award is November 1, 2005.
