- Description
- The Government intends to issue a sole source modification to MCI Telecommunications Corporation, 8200 Greensboro Drive, McLean, VA 22102-3803. The proposed modification is a continuation and extension of work performed under contract DCA200-96-D-0096 that was competitively awarded to MCI on 28 August 1996. The proposed modification provides an extension of services, via option periods, through August 2008. The contract provides common-user voice switched services (at 12 locations), dedicated bandwidth manager services (at 35 locations), network management services, and end-to-end (user-to-user) provisioning. The bandwidth managers connect backbone and access transmission in the DISN network to efficiently meet user requirements. This proposed contract action is critical to ensure continuation of telecommunications services that support the CONUS sustaining base information infrastructure and allow rapid extension to deployed military forces anywhere in the world. To maintain operational readiness and continuous capability to perform its primary mission, DOD cannot afford any disruption of these telecommunications services. Follow-on actions for replacement services are in process within the DISN Next Generation Program Office (DNG PO). The anticipated award is second quarter FY2006. This modification provides continued support until those contracts are in place and transition can be accomplished. MCI is the only contractor that can provide support at the level required in the timeframe available. The statutory authority for other than full and open competition is (10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
