- Pre Proposal Meeting - Cloud Cap Inn East Wing Restoration Phase One - All interested parties are invited to attend one of two mandatory Preproposal Meetings (site visits) scheduled to share information about work that is to occur on the historic Cloud Cap Inn. The dates and time for the Site Visit are - September 22, 2005, and October 5, 2005; 10:00 AM at the junction of Cooper Spur Road and Forest Road 3512. Meet in the Cooper Spur Inn parking lot, then travel to the project site. Approximate return to Cooper Spur Inn will be 2:00 P.M. Please note that no food is available at the site. Because the area receives significant amounts of snow, the intent of the site visits is to share information while the site is still snow-free. The actual solicitation for the restoration will be issued during the winter months. Construction season at the site is typically July 4 to October 1. The Inn is located at the 6,000? elevation on the north side of Mt Hood, Mt Hood National Forest, Hood River Ranger District at the end of Forest Road 3512, approximately 45 minutes south of Hood River, Oregon. The overall objective of the East Wing Restoration Project is to return that portion of the structure to as close to the original 1889 design as possible. The focus of phase one of the east wing restoration is to restore the east side pavilion on the north side of the main hall and to restore the south wall of the east wing. All work will need to conform to the historic restoration-reconstruction guidelines for buildings listed on the National Register of Historic Places as specified in the contract. Work will include, but is not limited to demolition of existing foundation, excavation of crawlspace, construction of new foundation and piers, partial demolition of the existing walls, erection of new walls with Government-furnished logs, placement of new windows provided by contractor, partial removal and replacement of T&G flooring and ceiling where needed with lumber provided by the Government. Preliminary design information will be shared at the Site Visit. This is a mandatory site visit. Offerors that have not attended one of the site visits will not be eligible for award. Offers will be evaluated using the best value source selection process. Experience in historic log restoration projects will be an evaluation factor. Interested parties shall notify the Contracting Officer, Lois Tate, via e-mail at ltate@fs.fed.us of their intent to attend a preproposal meeting.
