Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Great Lakes Environmental Research Laboratory (GLERL), located in Ann Arbor, MI intends to acquire a Laser Optical Plankton Counter (LOPC) with integration capability with an existing OS-200 Connectivity Temperature Dept (CTD) and a multiplexer option. This instrument is being acquired on a sole source basis from the Brooke Ocean Technology, Darmouth, Nova Scotia, Canada. The LOPC must be capable of meeting the following specifications: 1) Large, square orifice (minimum 7cm), which means escapement of zooplankton is less probable, allowing it to see large mobile zooplankton, larval fishes, and Mysis. 2) Must have an approximate 2m by 10 cm orifice that can sample at a rate 2.5 times faster for a given speed. 3) Must display the shape of large particles, thus aiding their identification. 4) Must be able to analyze particles down to 100 microns as opposed to the 250 um limit of the OPC. 5) Must be able to handle at least 1000 particles per liter or better. The delivery date for this supply December 30, 2005. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate for the equipment specified with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten (10) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to consider other manufactures equipment based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for the specific product. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrate technical ability to successfully provide the specific Laser Optical Plankton Counter; 2) Demonstrate past performance in providing this type of equipment to government and nongovernmental entities.
