Description
NOTICE: All reponses must be sent to Randy Shibata, Sandia Contracting Rep. via eamil (rtshib@sandia.gov) Phone No. (505)844-6768. Do not respond to Don Roseborough, FBO administrator. Sandia National Laboratories is planning to release a solicitation for the following R&D effort as part of a new ?High-tech Inverter, Balance-of-System, & System R&D Program.? Emphasis is to develop individual components for, or complete integrated systems consisting of a combination of high-tech advanced inverters, high-tech balance-of-systems components or packages, or fully-integrated systems for photovoltaic (PV) and synergistic distributed power applications that result in very high reliability, improved performance, overall cost advantages, and complete system improvements. Solicitation is anticipated in the Fall of 2005. Statement of Work Summary: Photovoltaic (PV) system advances are the focus of this research and development effort, so synergistic applications that reduce PV system costs, improve reliability, offer mass production solutions and offer major system installation advantages will be considered. Goals are to develop high-tech inverter components or packages, balance-of-system component or packages, or fully integrated packages or systems for use in photovoltaic (PV), but that may also be used in distributed energy resource (DER), energy storage or motive power applications. Designs must offer more than small incremental advances and should be applicable to fully integrated systems that are easily installed and maintained. It is anticipated each contract will be conducted in phases. Improvements that will be considered include, but are not limited to: o System/component advances with reliability >20 year mean time between failure (MTBF), o Easily manufactured units with expected energy costs competitive with fossil fuel energy costs, o Operational performance better than existing systems, o Substantially reduced installation complexities and costs, o Controls and communications abilities that add value to consumers and utilities, o Value-added features that support concepts such as smart homes, uninterruptible power, etc o Verifiable market showing substantial market growth projections, o Compliance with all applicable standards for interconnection, performance and safety. Your response must document the following: Area of interest in the list of improvements to be considered above Corporate experience in the area of interest, including implementation of design concepts. Experience of the key personnel who may be assigned to work on this effort. Past history of working as or with a manufacturing facility that is ISO 9000 certified to the 2001 standard. Familiarity with national PV and distributed energy standards and requirements. The contractor must also state the following Legal name and address Technical contact, phone number, fax number and e mail address Contracting contact, phone number, fax number and e mail address If the entity is a small business, small disadvantaged business, 8(a) certified business, woman owned business, non profit organization, educational institution, or located in a HUBZone. After a review of the responses from the supplier community, Sandia may issue formal solicitations for R & D efforts on either a competitive or on a non-competitive basis. Sandia reserves the right to eliminate from consideration any entity who does not respond to this notice or whose response indicates that they have a poor likelihood of performing successfully in this effort. Sandia has found that it cannot assure protection of contractor data information if it is marked as "Proprietary".
