Description
The U.S. Department of Justice Telecommunications Service (TS) is re-competing its contract for Wireless Phone Services which currently expires Novermber 30, 2005, but subject to further extension if necessary. [Ref. Contract No. 01-C-0334 with Verizon Wireless]. The DOJ TS has a requirement for a Wireless Service Provider company to provide service to support approximately 5,000 Washington DC based cell phone and blackberry devices plus additional devices over the next five years. This contract is for service only and does not include the acquisition of cell phone of other wireless devices. The successful contractor shall utilize the DOJ provided WASP2 switch as a gateway for providing wireless service to the DOJ TS customer groups using least cost routing. The wireless services must be compatible and interoperable with the WASP2 Nortel DMS-100 switch and our Avaya Overture 350 voice mail system. Other technical requirements are detailed in the Statement of Work. The anticipated Period of Performance (PoP) for the basic contract is the Date of Contract Award (est. on or after December 1, 2005) through September 30, 2006, with four full Options Years thereafter, plus one partial option period to complete a sixty (60) month total PoP. All pricing shall be on a fixed monthly price basis for this single award ID/IQ style contract. The RFP will be available on or about September 15, 2005 and proposals will be due approximately thirty (30) days from the issuance date with the Response/Proposal closing date and time to be specified in the RFP. The RFP will be posted to the FBO site and interested parties should register to receive notice of the solicitation and any amendments issued. A small business subcontracting plan will be required from all large business offerors. The assigned NAICS code is 517212 with a corresponding size standard of 1,500 employees. This RFP is being solicited on a unrestricted basis using full and open procedures set forth in FAR Part 15 for competitively negotiated open market contracts. The services required are not suitable for acquisition under as Commercial Items under FAR Part 12.
