Description
The Cooperative Studies Program Clinical Research Pharmacy Coordinating Center (CSPCRPCC) of the New Mexico VA Health Care System (NMVAHCS), 2401 Centre Avenue SE, Albuquerque NM 87106 is planning to negotiate a sole source purchase from Smith Detection for an Ionscan HP1 upgrade. The upgrade includes: The IONSCAN?-LS which detects and quantitates trace analytes using ion mobility spectrometry (IMS). The Ultra-fast analysis with the IONSCAN-LS offers the advantages of simplicity, selectivity, sensitivity and ease-of-use operation at atmospheric pressure. The IONSCAN?-LS offers two different sample introduction methods: thermal desorption and high-performance injection (HPI). The HPI offers multi-stage temperature and flow programming with split/splitless injection capabilities. The availability of these two techniques maximizes the breadth of compounds that can be analyzed successfully. The Center currently owns and operates an Ionscan. An upgrade is required for increasing stability studies. This upgrade into the Center?s quality operation will enhance the quality of our product. Smiths Detection, Inc. is the sole manufacturer and provider of the IONSCAN?-LS ion mobility spectrometer and High-Performance Injection accessory. Since Smith Detection is the manufacturer of this equipment, they are the owner of the diagrams, manuals, proprietary parts, specifications and most importantly the validation protocols and as such the only company capable of offering the upgrade. This is considered to be sole source because of the foregoing statements, all of which are vital considerations in determining the upgrade that best meets this facility?s needs. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This notice of intent is NOT a request for competitive proposals. Parties may identify their interest to the Contracting Officer no later than 1400 Mountain Standard Time, September 7, 2005. A determination by the Government not to compete the action based on responses is solely within the Government?s discretion. Information received will be for the purpose of determining whether or not to conduct a competitive proposal. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of NMVAHCS.
