Description

SPECIAL NOTICE. THIS IS NOT A SOLICITATION AND A SOLICITATION WILL NOT BE ISSUED. As required by Air Force Instruction 38-203, paragraph 4.8.4, the preliminary planning project summary is posted for the Weather Data Collection and Dissemination System/Database Assurance performed at Air Force Weather Agency, located at Offutt Air Force Base, Nebraska. As a result of market research already conducted, the Government intends to utilize the Small Business Administration (SBA) 8(a) sole source procedure in accordance with FAR Subpart 19.8 and DFARS Subpart 219.8. Project Summary: The Air Force Weather Agency (AFWA) Commander identified Weather Data Collection and Dissemination System ? Database Assurance as a competitive sourcing candidate in 2001 under the Defense Reform Initiative Directive (DRID) #20. On 20 July 2004, AFWA initiated preliminary planning for this function as directed by HQ USAF/DPM in accordance with the 29 May 03 release of the Office of Management and Budget (OMB) Circular No. A-76. The decision to pursue an A-76 competition was based upon results from market research and meets OMB Circular requirements found on page B-1, paragraphs A.1. - A.4, as well as the Air Force requirement to conduct preliminary labor market research. The decision to conduct a streamlined competition (required by paragraph A.5.) was also determined during this phase of the A-76 process. The OMB requirement to appoint Competition Officials, found on pages B-1 through B-3, paragraphs A.6. - A.9., was accomplished prior to public announcement and articulated in AFWA?s Memorandum of Intent to Compete a Commercial Activity submitted to HQ USAF/DPM for approval.
