- QUESTIONS AND ANSWERS FOR PROSPECTIVE CONTRACTORS: 1) For cost effective measures would transformers with "cooling fins" be considered? No cooling fins. 2) For Bid option 2: 208Y/120 is a 3 phase voltage, not available from a 1-phase transformer. This is a typo: 1-phase transformer secondary for bid Option 3) For Bid option 2: Description does not make sense. what does " at 33 windsock and vice 10 Kva at 33 side rectifier" mean? This identifies the location so we know where the new transformers are to be installed. 4) Item 6- 15KVA 1-phase transformers, Please explain the [10KVA at 33 side rectifier] as we find no 10KVA transf.'s listed. 10KVA are being replaced with 15KVA. 5) Will transformer approval drawings be required? Yes, unless transformers have a standard footprint. 6) Your combined synopsis/solicitation states that the contractor is to "and replace transformers". Is it our understanding that the contractor is to remove and dispose of the existing transformers? And if we are to replace the transformers, who is responsible to take care of the high voltage side (the utility company, CE or us)? You as the vendor are to provide the transformers to the location in the shipping instructions, i.e. Norfolk Va 23511. Removal of 60Hz transformers and installation of 50Hz transformers will be done by our Electric Shop or Maintenance Engineering. You as the vendor will not be doing installation or removal. NOTICE TO OFFERORS: Funds are not presently available for this project. No award will be made under this synopsis nor solicitation until are funds available. The Government reserves the right to cancel this synopsis and/or solicitation, either before or after the closing date, with no obligation to the offeror by the Government. Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The transformers will be pad-mounted, mineral oil filled, 65 degree C rise, 6.9KV delta primary for 3-phase, 6.9 KV for 1-phase wye secondary for 3-phase, center-taop secondary for 1-phase, secondary voltage as noted below, (2) 2.5% taps AN/BN, loop feed, wells & inserts, 95KV BIL, 4 hole LV bushings, bayonet expulsion fusing, 2 position on/off switch, liquid level gauge without contacts, drain valve & sampler, 100% stainless steel tank without cooling fins, factor finish ?desert tan,? at Lajes Field, Azores, Portugal.
