Description
Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F2N33S5215A100 is hereby issued as a Request for Quotation (RFQ). This procurement is UNRESTRICTED. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26 and DFARS Change Notice 2005/02/07. The North American Industry Classification System (NAICS) code for the solicitation is 335311. Item/Services Description The following listed below is the need requirement: Three phase dry type 500KVA transformer, 50Hz, 6.9KV delta primary, 480Y277V wye secondary, ~5.52 %Z, 2 x 2.5% taps AN/BN, to match characteristics, foot print, dimensions and terminal location of exhisting 60Hz transformer manufactured in April 1986. BBC Brown-Boveri I-T-E Dry Type KVA 500, HV 6900 Delta, LV 480Y277 Serial No. 24-31235, Class AA, Spec. No. 42265 Vent Type, T rise 115C 3 phase, LV Amps 601, Imped.: 5.52% Inst. Bk.: 18-5.1.1-7C 7245V - 39.8A 7070V - 40.8A 6900V - 41.8A 6720V - 42.9A 6555V - 44.0A If shipping from the United States of America, items will be FOB Destination at the point of embarkation in New Cumberland, PA 17070-5002. If shipping from outside of the United States items will be FOB Destination, Lajes Field, Azores, Portugal. The provision at 52.212-1, Instructions to Offerors - Commercial items, applies to this acquisition and is amended to read: FAR clauses and provisions can be located via the internet at: http://farsite.hill.af.mil. Offerors shall be evaluated in accordance with FAR 52.212-2 ? Evaluation ? Commercial Items (Jan 1999), which is incorporated into this request for quote. The government will make award to the responsible offeror whose offer conforms to the solicitation. Technical capability and price are approximately equal in importance. FAR clause 52.212-4 (Oct 2003) ? Contract Terms and Conditions ? Commercial Items, is incorporated by reference and applies to this acquisition. FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jan 2005), applies to this acquisition and is incorporated by reference. Paragraph (b) of the clause incorporates by reference the following FAR clause: FAR 52.232-33 ? Payment by Electronic Funds Transfer ? Central Contractor Registration (Oct 2003). Additional clauses incorporated are: FAR 52.252-1 ? Solicitation Provisions Incorporated by Reference (Feb 1998), FAR 52.252-2 Clauses Incorporated by Reference (Feb 1998), 52.252-6 ? Authorized Deviations in Clause (Apr 1984), DFARS 252.212-7001 ? Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items (Sep 2004). Award will be made only to contractors who have registered and are current in the Central Contractor Registration database. Additionally, the successful contractor must meet all the responsibility requirements of FAR Subpart 9.1 ? Responsible Prospective Contractors. A written notice of award or acceptance of offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party.
