- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation, WF7LKT-5173-0002, is unrestricted and provides for full and open competition. The associated NAICS code is 336399 and FSC is 2590. The Government anticipates awarding a Firm Fixed Price contract. The USMILGRP Contracting Office located in Bogota, Colombia has a requirement for a replacement parts package for 2.5-Ton and 5-Ton military trucks for the Colombian Marine Corps fleet. Requirement includes spare parts for the following military vehicles: M35A 2.5-Ton Cargo Truck; M816 5-Ton Wrecker Trucks; M50A2 2.5-Ton Water Tank Trucks; and M49A2C 2.5-Ton Fuel Trucks. Delivery time shall be 180 calendar days after receipt of award. Delivery location will be FOB Destination to the city of Cartegena, Colombia. Partial shipments are acceptable, however, shipments shall be as consolidated as possible to avoid items being lost in transit. It is the contractors responsibilities to obtain all required exportation licenses and all other legal requirements to shi p the equipment in accordance with DFARS 252.225-7042, Authorization to Perform. The contractor shall submit the breakdown of their price proposal for all line items. The provision at 52.212-1, Instructions to Offerors ---Commercial applies to this acqui sition. Proposal shall be submitted by facsimile or e-mail transmission only. In accordance with FAR 52.212-2 Evaluation-- Commercial Items, offerors should submit with their quotation: (1) Price proposal which shows the proposed unit price for eac h line item, line item total amount, and a total offered proposal price; (2) Technical documentation featuring the salient characteristics of each line item that demonstrates they understand the specifications as stated above. The Contracting Officer will evaluate offers equally on the basis of Price and Technical acceptability. The Contracting Officer will evaluate offers based on the proposed quality of product, specification strength in the area of the offered price, and technical acceptability (detailed product description that highlights specifications and qualifications). In the technical proposal, the Offeror shall also discuss whether they will be able to comply with the delivery requirements. Contractors shall provide prices for all or none of the l ine items. Offerors shall include a copy of the provisions at 52.212.3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, and clause at 52.212-5, Contract Te rms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items, applies to this acquisition.
