Description

This is a resubmission of the Sources Sought Notification published on 29 June 2005. The decision HAS NOT been made on the set-aside status of this potential acquisition. ALL interested parties should respond to this sources sought notification. Th e first Industry Day for this potential acquisition will be held on 13 September 2005, Sheraton Hotel, 1800 Jefferson Davis Highway, Arlington, VA, 703-486-1111. Pre-Registration IS REQUIRED for all attendees at http://USACE-Navigation-Industryday.lmi.org . The forum is registered at the hotel under LMI/US Army Corps of Engineers. This Sources Sought Notice is seeking firms who are: Small Business, Small Disadvantaged Business, Certified 8(a) Business, Women Owned Small Business, Certified HUBZone, Veteran Owned Small Business, or Service Disabled Veteran Owned Small Business. A market survey is being conducted to determine the size and type of business eligible and capable of satisfying this Agencys potential requirements. These requirements will include the following: (1) Operation and Maintenance of Locks and Bridges. Management of actions including opening and closing the gates to permit transit of vessels and giving directions to vessel pilots transiting locks. This includes monitoring the river for ap proaching traffic, preparing for vessel entry and performing vessel entry. Additionally this includes maintenance and repair (including emergency repairs) of locks and surrounding areas, such as embankments and spillways and operation and maintenance of mo veable bridge spans over navigable waterways necessary for the transit of vessels. It also includes enforcement of laws, rules, and regulations on site at locks on critical and non-critical waterway segments. Within USACE, work is performed and decisions a pproved at the project level; performance and decisions receive supervisory review at the district level; and quality assurance reviews are performed at the division office level; (2) Operation and Maintenance of Dams. This function includes dam operations performed by persons currently having authority to make final decisions on the release of water from dams, such as the operation of spillway gates and other outlet works, for flood control or maintenance of a navigation pool. This function also includes r outine maintenance of dams and associated structures such as spillways, embankments, outlet works, levees, pumping stations, and other structures and/or management of contracts providing for routine as well as non-routine maintenance. Within USACE, work is performed and decisions approved at the project level; performance and decisions receive supervisory review at the district level; and quality assurance reviews are performed at the division office level; (3) Maintenance of Open Waterways for Navigation. This function includes all activities, including contract management and oversight, associated with maintenance of open waterways operated for the purpose of navigation. Maintenance of open waterways includes dredging, drift and debris removal, clearing an d snagging operations, removal of wrecks, repair of river training works, and operation and maintenance of dredges, tow boats, and other floating plants. Within USACE, work is performed and decisions approved at the project level; performance and decisions receive supervisory review at the district level; and quality assurance reviews are performed at the division office level; (4) Operation and Maintenance of Recreation Areas. This function includes operation of recreational sites at water resource develop ment projects, to include interpretation of government policy or enforcement of rules and regulations (i.e., CFR Title 36 citation authority). This includes operation of the recreation features of the project, and management of contracts that provide opera tion and maintenance support. Within USACE, work is performed and decisions approved at the project level; performance and decisions receive supervisory review at the district level; and quality assurance reviews are performed at the division office level; and (5) Installation, Base or Facilities Management. This function includes building management, installation and building services; minor construction, routin e and emergency maintenance and repair of buildings to include minor construction; minor and major maintenance of mechanical and electrical assets; maintenance and repairs of grounds and surfaced areas; other facilities management activities. USACE has a m uch larger inventory of dams that are not associated with navigation and do not have lock operations. These dams are not included in this competition. If this procurement advances to the solicitation process; participating firms will be given the option of bidding on one, various or all-geographical regions being competitively sourced. Interested firms should submit a two-page narrative demonstrating their experiences in one or all identified operational & maintenance functions for the last three years. Also in the narrative provide all small business designation, (for example: HUBzone, 8(a), Service Disabled Veteran Owned, Veteran Owned, Small Disadvantaged, and/or women owned) with the firms point of contact, telephone number and provide self-certifica tion for the category. This is not a Request for Proposal nor is it a request for placement on a solicitation mailing list. The Government will not pay for any material provided in response to this market survey nor return any data provided. The results of this survey will be considered effective for a period of one year from the date of notice.
