- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W91YTV-05-T-0281. This acquisition is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are thos in effect through Federal Acquisition Circular 2005-05. The Dwight David Eisenhower Army Medical Center, Fort Gordon Georgia 30905, has a requirement for BIomedical Equipment Maintenance Technicians. The contractor shall provide all necessary labor material and sup plies required to perform service support. The period of performance for this services is for 01 October 2005 through 30 September 2006 plus one option year period. The contractor shall provide services in accordance with the Performance Based Work State ment: On-site medical equipment repairer at per hourly rate. 1.1. The Medical Equipment Repairer shall: 1.1.1. MAJOR DUTIES: Install, modify, troubleshoot, maintain , test, calibrate, adjust,overhaul, and repair a wide variety of medical, laboratory, and d ental equipment(electronic, electrical and mechanical). 1.1.1.1. Maintain and request chemcial, mechanical, hydraulic, pneumatic, vacuum, suction and pressure systems which may include water, steam, air, gas under pressure, and piped oxygen lines associate d with equipment services. Determines nature and extent of repairs required by checking equipment for malfunctions, requireing the tracingof wiring, broken or worn parts, leaks, feedback, and interference. 1.1.1.2. Checks voltage tolerance, amperage, powe r supplies wave shape, frequency resonance, deflection time, decay curve, gain, balance, and signal sensitivity against prescribed tolerances and specifications. Plans and carries out work assignments using blueprints, schematic drawings, technical manuals , wiring diagrams, liquid and air flow sheets, and other specifications. Tests equipment after repair and also new equipment to assure proper functioning. 1.1.1.3. Performs periodic checks to insure that using personnel are following proper preventive main tenance procedures; and may conduct on-th-job training for lower graded employees in the maintenance of medicla, laboratory, and dental equipment. Makes standard computations using algebraic expressions an shop formulas relating to load requirements of wir ing and equipment. 2.0. SKILL AND KNOWLEDGE: Applies practica knowledge of the principles of electronic circuits, functions of electronic tubes and transistors, including X-ray tubes, in order to diagnose malfunctions, repair and test such electronic equip ment as electroencephalographs, and spectrophotometers. 2.1. Uses a knowledge of the relationships betweej electrical and electronic circuitry as well as the interrelationship of chemical, radiation, hydraulic, pneumatic, vacuum, or gas components of a pie ce of equipment or s system. 2.2. Uses a knowledge of the principles and theories foverning the maintenance and repair of electrical equipment in order to diagnose malfunctions, and repair and test such electrical equipment as sterilizers, film dryers, suc tion apparatus, and dental units. 2.3. Applies a knowledge of hydraulic syustems including their grips, locks, stop and release mechanisms, and determines when properly adjusted with no leasks. 2.4. Ability to repair mechanical equipment such as steilizers , X-ray tables, operating tables, pressure breathing therapy units, respirators, and other mechanical assemblies using gears, shafts and pulleys. 2.5. Ability to select proper replacement parts, modification kits, and idenifies materials, mechanisms, and c ompenents from a knowledge of electrical or electronic symbols, color codes, descritpions, and manufacturer's numbers. 2.6. Uses skill in working with small co mpenents, requiring good hand and eye coordination. Uses skill in the use of electronic test equipment such as vacuum tube voltmetes, multimeters, oscilloscopes, signal generators, tube checkers. Uses electrical test equipment such as ohmmeters, test meter s, uses such equipment as micometers and calipers to detect wear and misaligmnment of gears, cams, valves, and other mechnical parts; and uses seat wrenches, and pressure gauges when working on hydraulic systems. 2.7.Ability to interpret and apply blueprin ts, schematic drawings, wiring diagrams, liquid and air flow sheets, technical manuals, and other specificatons. Ability to make mathematical computations using algebraic expressions and shop formulas relating to load requirements of wiring and equipment. 3.0. RESPONSIBILITY. The supervisor assigns work orally or through work orders. 3.1. The empployee determines the nature of trouble and extent of repairs required and completes repairs following established trade practices and procedures, using technical m anuals, blueprints, sketches, wiring diagrams, liquid and air flow sheets, and other specifications. 3.2. The employee performs operational tests after repairs have been completed or when new equipment is received to assure that equipment is operating with in prescribed limits so that lives are not endangered. 3.3. The supervisor spot checks work for compliance with acceptable trade practice, directives, and operating specifications. The supervisor or higher level worker provides techical advice and assistan ce on unusual and more difficult problems. 4.0 PHYSICAL EFFORT. The employee stands, stoops, bends, and frequently works in cramped and awkward positions for prolonged periods and continually lifts or carries objects weighing from 10 to 40 poundsand, occas ionally, objects weighing in excess of 40 pounds. 5.0. WORKING CONDITIONS. The employee performs work inside, in well lighted, heated, and ventilated areas. 5.1. They are exposed to the possibility of cuts, bruises, scrapes, broken bones, and serious burns caused by electrical shock. 5.2. Repairers my work in contaminated and contagious disease areas,and with radiation and contaminated equipment. 6.0. QUALITFICATIONS. The Medical Equipment Repairer shall: 6.1. Have at a minimum two (2) years experience work ing on Medical Equipment. 6.2. Be a graduate or certified by at least one of the following:(a)U.S.Military Bio-Medical Maintenance COurse(MOS 91A),(b)Two year Associates Degree in Bio-Medical Equipment Repair or the equivalent thereof,(c) AAMI certified fo r Bio-Medical Engineering, or equivalent.7.0. DUTY HOURS. The contractor shall provide services for an average 40 hours work week, Monday through Friday, excluding Federal Holidays and military training holidays as designated by the MTF. The North American I ndustry Classification System Code(NACIS) for this procurement is 561310.Proposed rates shall be inaccordance with the Service Contract Act, Wage Determination No: 94:2135 REV 27 Area: Augusta, GA. The provisions at FAR 52.212-1, Instructions to Offerors-C ommercial, apply to this acquisition. FAR 52.212-2, Evaluation-The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price an d other factors considered. Evaluation factor of (1) Technical Capability and Qualification. Offerw will be considered only contractors who licensed to perform services, documentation is required, (2) Past Performance. The Contractor should describe the past experience in providing the services specified in this solicitation within the past three (3) years. No more than (3)references from all firms for whom you h abe been providing similar service within the last three years are to be submitted with your.(4) Price(Total price for Base Period including Option Period. Past Performance, Technical Capability, Qualification, and Availability when combined are of equal i mportance when compared to price. The Government reserves the right to determine what constitutes approximately equal in technical capability and past performance. The Government reserves the right to evaluate offerors prices on the basis of price realism and willconsider the offerors prise as an indication that the understand the scope of the Governments requirement.
