- Description
- The U.S. Army Kwajalein Atoll (USAKA), Directorate of Public Works, located in the Republic of the Marshall Islands (RMI) is collecting and seeking information from potential sources for Ocean Thermal Energy Conversion (OTEC) power production on Kwaj alein. This is a Request for Information (RFI)/Sources Sought notice and as such does not constitute a solicitation of proposal. Authority to enter into negotiations to award a contract for the contemplated effort has not been received and funds are not currently available. The envisioned power system will entail baseline power production for RDTE operations at USAKA, allowing significant savings over the current fuel based power system. The anticipated baseline power production requirement is estimated at 10MW. The provider or offeror of the OTEC power system must be able to handle the design of the system, financing, construction with a guarantee of performance, operation, and maintenance of the OTEC power plant for the life of the system. Further, t he system must also accommodate the efficient use of the freshwater produced as a by-product of the OTEC process to meet the local demand for potable water for USAKA, approximately 300,000 gallons per day. Further expansion of the power and/or freshwater production may be possible to supply neighboring island, Ebeye, RMI. Furthermore, the government is interested in a working system obtainable at the least capital cost to maximize the projects economic viability and long term operation. It is expected tha t the OTEC power system would have a minimum useful designed operating life of 25 years. Responses to this RFI/Sources Sought are to include but not limited to a capability statement, preliminary concept proposal, descriptive literature, points of contact , statement of potential for privatized financing (primary or third party), past performance and experience with OTEC. Interested sources should provide responses to U.S. Army Space and Missile Defense Command, SMDC-RD-CM-CN, Ms. Penny Russell, P.O. The government does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in Federal Acquisit ion Regulation subpart 31.205-18, Independent research and development and bid and proposal costs. Although proposal and offeror are used in this RFI/Sources Sought, your response will be treated as information only. No basis for a claim shall arise as a result from a response to this RFI/Sources Sought or from government use of information furnished.
