- The Bureau of Reclamation, Yuma Area Office, Yuma Arizona, intends to negotiate on a sole source basis with Communication Services, Inc. (CSI), 4242 East Palm Street, Suite 101, Mesa AZ 85215-5113. The requirement is for the replacement of existing wood poles with a self supporting steel tower and funishing and installation of a prefabricated communication shelter located approximately 25 miles east of Yuma, Arizona, at the antenna site of Telegraph Pass. CSI is known to have the necessary geotechnical engineering, structural engineering, communications expertise and construction expertise to perform this type of limited access, remote location, small communication site construction; the geotechnical rock bolting expertise for the foundation work to interface with the other work; and has the extensive experience in construction on the remote site. Only CSI provides the "site specific engineering" interfacing to provide a workable product including mobilization, permit access, environmental compliances/certification for the geographical area, and cradle to grave project completion for this unique site. This procurement will be awarded using FAR Part 15, Negotiated procedures. The anticipated award date is September 19, 2005. All responsible sources may submit an offer which shall be considered by the agency. Offers shall show contractor's capability to perform the work and be received by 12 Noon, local time, September 19, 2005.
