- The Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, Patuxent River, MD plans to award a sole source small purchase order to AGFA Corporation, Melbourne, FL for eleven boxes (packaged 42 rolls per box) of EQT1K00 16 mm x 250? Chrome 200 Range Film. AGFA is the sole manufacturer of the required film that is compatible with existing cameras and will satisfy the Government?s minimum requirement for the intended use. The mandatory requirements for the film are as follows: the film must have an estar base which by design is tough, very hard to tear or break, does not become brittle when subjected to cold temperature and will withstand the force applied to the film when the high speed cameras are operated at a frame rate of 500 frames per second, the film must have sprocket holes on both sides of the film with 0.2994-inch (short) pitch used in standard film rate (24 frames per second) cameras. The required film will be used in cameras that are mounted externally on the aircraft and become subjected to extremely cold temperatures, thus requiring the estar base film. The standard base film is acetate, which becomes very brittle and breaks easily when subjected to cold temperatures making it completely unsatisfactory for high frame rate operation and cold environment. These mandatory requirements must be met in order for the film to be compatible with existing cameras. The Government reserves the right to process this procurement on a Sole Source basis.
