- The Naval Air Warfare Center Weapons Division, China Lake, intends to award a cost reimbursable contract for enhancements to the IR Simulator/Target Array System (ISTAR) on a sole source basis to Technology Service Corporation (TSC), 1900 S. Sepulveda Blvd, Suite 300, Los Angeles, CA 90025. TSC has proprietary rights to the digital signal processing (DSP) boards needing upgrade. The ISTAR is a critical subsystem of the Infrared Countermeasures and Assessment System (ICAS). The ICAS is used for test and evaluation of missile warning systems and associated countermeasures. Respondents, other than the above, should submit, at a minimum, their qualifications and any other information considered pertinent to the requirement to the Contract Specialist within 30 days after publication of synopsis. The solicitation will be issued on or about 15 September 2005. The anticipated award date is 31 October 2005.
