- NAICS Code: 334516 The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 6.302-1, with PANalytical Inc., to purchase an X-Ray Fluorescence Spectrometer to accurately analyze small volumes of solid materials from corrosion and drinking water treatment studies for elemental composition. The current NAICS code is 334516 for this requirement. Based on EPA's knowledge of the X-Ray Fluorescence Spectrometer, there are features covered in the specifications that may have unique capabilities to particular vendors. These features include: " SST maX Tube Technology to prevent intensity loss for light elements (B to Ca) as the tube ages, and the capability to attain 4 kW power and 160 mA tube current. " PE(002) and Ge(111) curved crystals to improve resolution and intensity significantly for Si, Al, P, S and Cl, all key analytical elements of interest in our research " Unique helium flushing system that does not use shutters and does not keep a partial vacuum, eliminating the risk of rupturing or damaging sample cells (liquid and powders) during analysis " Special dust collection kit to protect against contamination from dust and sample particles, saving possible costly repair and service calls common to other instruments " Ultra-precise sample introduction system that incorporates a highly precise turret and loading system allowing for better run-to-run precision and accuracy throughout a long analytical lifetime of the instrument " Sealed Xenon detector and flow detector combination, to optimize analyses of transition metals, which are of a critical nature for EPA studies. " Pro-Trace Analysis Package: This is a very special unique quantitative analysis package that combines both software and special standards for accurate quantification close to the theoretical detection limit of the instrument. This is critical to obtain the combination of precision and accuracy across the wide range of atomic numbers of elements and concentrations (trace to high percentages) that are the norm rather than the exception in our corrosion and arsenic research studies, and for which commercial solid standards for calibration and quality control (typically used by software from other vendors) do not exist. This also greatly improves analytical efficiency without sacrificing accuracy by uniquely enabling trace level analyses to be done without requiring major element analyses, which may also require different sample preparation techniques and additional analytical runs. However, any firm believing itself capable of meeting the EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
