- The General Services Administration, Public Buildings Service (PBS) Physical Capital Asset Management(PGE) is seeking contractors to provide a One Year Subscription which will allow Central Office and Regional users to access databases that provide comprehensive economic data required to assess and forecast real market conditions in more than 50 major metropolitan statistical areas (MSAs) nationwide. Market Analysis: A Notice of Intent to Award a Sole Source Contract was published in FEDBIZOPPS on July 13, 2005. Interested persons were invited to identify their interest and capability to respond. Based on responses received by the closing date of July 24, 2005, it has been determined that the Government will benefit by initiating a full and open competition for this requirement. Description of Services: The Contractor shall provide a One Year Subscription for the purpose of allowing 25 Central Office and Regional Users to access on-line databases which provide information and analysis indicating the historic, current, and anticipated supply of and demand for real estate assets that may be appropriate for use by PBS customer agencies. The PBS Office of Real Property Asset Management requires this comprehensive economic data in order to assess and forecast real market conditions in more than 50 major Metropolitan Statistical Areas (MSA's) nationwide. Procurement of the data is necessary to inform PBS investment/disinvestment decisions affecting revenue, acquisition, use, repair, alteration and disposal of both owned and leased buildings. The NAICS code for this requirement is 531320. The following evaluation criteria must be met for consideration: (1) Provide economic forecasting models that project rent rates beyond a five year period for the 72 real estate markets. (2) Provide the ability to allow users to compare and contrast investment performance against user-defined benchmarks in over 72 markets throughout the United States. (3) Provide the ability for users to create customized inquiries, competitive analyses and detailed reports on property characteristics and market fundamentals at the zip code and sub market levels. (4) Provide historic, current and anticipated supply of and demand for real estate assets that may be appropriate for use by PBS customer agencies. (5) Provide coverage at both the Metropolitan Statistical Area (MSA) and submarket level. (6) Provide reports that include key data on market construction, sales and rentals. When combined, technical is approximately equal to price. Interested firms meeting the requirements described above must submit proposals on or before 3:00 pm Eastern Daylight Time on September 14, 2005.
