Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ IBM05Q0047 and is being issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-05. This requirement is 100% set-aside for small business concerns (applicable Commerce Business Daily Numbered Note: 1). The applicable NAICS code for this procurement is 212321 with a small business standard of 500 employees or less. The contractor shall provide all labor, equipment, materials, tools, parts, shipping, and all other items necessary to provide the following item: Line Item 0001: 14,000 tons of flexible base caliche. The delivery of the base material shall commence with ten (10) calendar days of notification by the Contracting Officer. The Contractor shall deliver the base material between the hours of 8:30A.M. to 3:30 P.M., Monday through Friday only. FOB: Mercedes, 325 Golf Course Road, Mercedes, TX, 78570. The United States Section of the International Boundary and Water Commission, United States and Mexico (USIBWC), has a requirement for a firm-fixed price commercial item contract for FLEXIBLE BASE MATERIAL FOR RESURFACING RIVER LEVEE ROADS LOCATED IN HIDALGO COUNTY, TEXAS. The Contractor shall supply and deliver 14,000 tons of flexible base caliche material to comply with ?Texas Department of Transportation 1993 Standard Specifications for Construction of Highways, Streets and Bridges,? Item 247 Flexible Base, Type D, Grade 5, Measurement Class 2: Type D material shall consist of crushed caliche gravel (argillaceous limestone, calcareous or calcareous clay particles, with or without stone, conglomerate, gravel sand or other granular materials). Grade 5: Master Grading requirements (retained on square sieves with applicable percentage are as follows; 1-3/4" ? 0; No. 40 - 50-85; Maximum Liquid Limit ? 40; Maximum Plasticity Index - 12; Measurement Class 2 - Measurement shall be by the ton of 2,000 pounds dry weight in vehicles delivered. Standard platform truck scales conforming to the requirements of Item 520, ?Weighing and Measuring Equipment,? is acceptable. The dry weight shall be determined by deducting the weight of the moisture in the material at the time of weighing from the gross weight of the material. The moisture in the material shall be determined in accordance with Test Method Tex-103-E once each day. Prior to material delivery, the contractor shall furnish to the Contracting Officer, or his/her representative, a report of calibration from a scale mechanic licensed by the Texas Department of Agriculture using certified weights, certifying that the scales meet the requirements of Item 520. When inaccuracy or inadequacy is discovered, scale use shall not be resumed until corrective measures have been completed and/or the scales calibrated as provided by Item 520. Any electronic device that has been adapted for weighing that meets the calibration requirements is acceptable and the Government shall be furnished with a ticket containing weight of delivery with each truckload. Sampling and Testing: Testing: The Contractor shall be responsible for sampling and testing of material. A commercially approved testing laboratory shall perform this testing and sampling. The materials shall be tested to establish compliance with the specified requirements in Section I above. Final approval of the material shall be based on tests and gradation, liquid limit, and plasticity index. Testing of flexible base material shall be in accordance with the following Texas Department of Transportation standard laboratory test procedures: Moisture Content - Tex-103-E; Sieve Analysis - Tex-110-E; Liquid Limit - Tex-104-E; Plastic Limit - Tex-105-E; Plasticity Index - Tex-106-E. Frequency of Testing: The Contractor shall: (1) test each 5,000 tons of material before delivery for: gradation, liquid limit, and plasticity index; (2) test for moisture content once each day; and (3) provide one set of the test results within twenty four (24) hours after testing. Delivery Locations: The Contractor shall deliver the material to the following five locations: (1)The intersection of FM 493 and the Main Floodway (north levee), south of Donna, Texas in Hidalgo County.(2)The intersection of FM 493 and the Main Floodway (south levee), south of Donna, Texas in Hidalgo County. (3)The intersection of FM 506 and the North Floodway (north levee), north of Santa Rosa, Texas in Hidalgo County.(4)The intersection of FM 491 and the Arroyo Floodway (north levee), south of Mercedes, Texas in Hidalgo County.(5) 325 Golf Course Rd., Mercedes, Texas in Hidalgo County. Material shall be delivered along USIBWC levee roads (center of roadway) at intervals designated by the COTR, Chris Anzalduas, Phone: (956)565-3150. Estimated tonnages for each location shall be calculated by the COTR. The dimensions (after placement) of the base material shall be a minimum width of eight-feet (14?) and a minimum thickness of four inches (4?). The Contractor shall coordinate the deliveries with the COTR. The Contractor shall submit, within ten(10) calendar days after receipt of Notice of Award, the sources of base material propose for use. The Contractor shall submit, within ten (10) calendar days after receipt of Notice of Award, any available service and test records of base materials from the proposed sources. The information will be used to supplement the testing required under Section IV, Sampling and Testing. The Contractor shall submit, within twenty-four (24) hours of performance of the tests, the results of all tests performed. The Contractor shall submit, three (3) copies of all submittals to the COTR at the following address: International Boundary and Water Commission, 325 Golf Course Rd, Mercedes, TX 78570. The Government will require ten (10) calendar days, from date of receipt of submittals, for review and approval thereof. If the submittals require changes or revisions, such will be done at the Contractor?s expense, and shall be resubmitted within five (5) calendar days after receipt of the Government?s comments by the Contractor. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Items, which applies to this acquisition and is incorporated by reference. If any portion of a facsimile proposal received by the Contracting Officer is unreadable to the degree that conformance to the essential requirements of the solicitation cannot be ascertained from the document: (1) the Contracting Officer shall immediately notify the offeror and permit the offeror to submit the proposal; (2) the method and time for resubmission shall be prescribed by the Contracting Officer after consultation with the offeror; and (3) the resubmission shall be considered as if it were received at the date and time of the original readable submission for the purpose of determining timeliness, provided the offeror complies with the time and format requirements for resubmission prescribed by the Contracting Officer. The Government reserves the right to make an award solely on the facsimile quotation. The award will be based on the lowest bidder. However, if requested to do so by the Contracting Officer, the apparently successful offeror shall promptly submit the complete original signed quotation. Offers are solicited only from small business concerns. Quotations received from concerns that are not small business shall be determined unacceptable and shall not be considered for award. Prospective contractors must be registered in the Central Contractor Registration Database prior to award of a government contract. Offerors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award.
