Description
NASA/MSFC has a requirement for a Gas Turbine Mini-Lab and Hush Kit. This system will be used to train engineering personnel in the use of an in-house designed embedded communication and control system. NASA/MSFC intends to purchase the items from Turbine Technologies Ltd. pursuant to FAR 13.106-1(b). Turbine Technologies Ltd. is the only source that has developed a commercially available, completely packaged system that includes a gas turbine jet engine with embedded analysis tools. Development of a custom system is neither feasible nor cost effective given existing budget constraints when a system that meets the Center's requirement is commercially available. To accomplish the Center's requirement in the most cost effective and time-saving way, functional details of the system needed must include the following: (1) the system must be a complete gas turbine power plant, representative of all major gas turbine types to permit ready, direct analysis of air equivalent Brayton and Gas Turbine cycles; (2) no off-the-shelf, former military or surplus componenets used in any portion of the engine; (3) electronic controlled vacuum investment casting; (4) complete system must include engine accessory drive, electric starters, couplings, cabling, high amperage current, auxiliary batteries, industrial grade sensors for all key engine station measurement parameters, and real time display on a computer; (5) USB connection to digital data acquisition system must be delivered fully integrated and precalibrated; (6) user configurable software; (7) full range of sensors to allow calculations of fuel flow, thrust, and pressure ration; (8) data recording; and (9) on site training. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 12, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
