Description
SCOPE OF OBJECTIVE: In response to this project the contractor shall provide a highly detailed technical approach, incorporated as the final Statement of Work (SOW) depicting a comprehensive solution for providing all resources, personnel, equipment, management security and training necessary to provide subsistence life support, as detailed in this SOW for Fully Mission Capable operations at the Department of Border Enforcement (DBE) and Iraqi Police Services (IPS) Academies on a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract. Serivce may be ordered on a monthly basis or as required by and deemed appropriate by the contracting officer. The order period will not exceed the proposal schedule and contract clauses as stated in this solicitation. The intent of this project is to provide the life support necessary sustain the Iraqi Police training units of the Sulyimaniyah region. The tactical objective is a short term need for life support (as identified in this statement of work) provided by US and Coalition Forces, with the strategic mission being a full transition of contract services provided under this agreement to the Iraqi Minisitries. In view of this plan for transition, contractors are expected to provide a plan for mentorship and transition within his/her submitted technical proposals. These strategies will not be evaluated for the basis of contract award but rather as an obligation that must be met while in performance of the awarded contract for the future development of a self-reliant Iraq.
