Description
This solicitation is a replacement for a previously issued RFQ, #HSBP1005Q0507 first issued August 5, 2005. This new solicitation incorporates all of the amendments of HSBP?507 and contains slightly relaxed performance requirements and a few other changes but otherwise is similar to the requirement described in HSBP?507. Firms who responded to HSBP1005Q0507 that are interested in this requirement should resubmit quotations for this new revised requirement. Desired delivery/completion of all items is 131 calendar days after the date of contract award or sooner, but Offerors/Quoters may propose an alternate schedule that results in the delivery/completion of all items within 240 calendar days after the date of contract award. No advantage is offered on the basis of delivery time. The purpose of this contract is to acquire a rapid response boat with versatile maneuverability to respond quickly and promptly to suspicious actions being performed in open waters surrounding the country of Malta. This boat is to be granted to the Civil Protection Department (CPD) of Malta under the auspices of U.S. Customs and Border Protection (CBP), Office of International Affairs (INA), Export Control and Related Border Security (EXBS) program. The Contractor shall provide a rigid [hull] inflatable boat (i.e., RIB), for oceanic law enforcement rapid-response type operations, 32-foot minimum overall length, highly maneuverable, Zodiac Model Hurricane 1000 Force Protection or equal, fully equipped and otherwise meeting and/or exceeding the Government's specifications/requirements. In addition, the Contractor will provide training to officials from the Malta CPD, an initial supply of spare parts and various documents/publications for use by Malta CPD relevant to the boat. Minimum Essential Characteristics (to be satisfied by any OR EQUAL item include: 32 feet or more overall length; 11 feet or greater maximum beam; Aluminum, 5083 and/or 5086 or comparable, welded construction, rigid-hull construction; modified V-hull design with inflatable foam collar; 40 oz (or greater) orange color Polyurethane (or similar) fabric shell over the inflatable collar, with lifelines installed; enclosed walk-around cabin/pilot house, weather-tight, forward of engine compartment, with suspension seating for operator, navigator and two additional crew members; twin Cummins (or equal) diesel engines, ZF (or equal) gear boxes, twin Hamilton Jet (or equal jet) drives; maximum speed of fully-rigged boat (as specified in the specifications) of 42 knots (or more) while carrying 100 gallons of fuel and 4 adults, and 35 knots (or more) with maximum payload aboard as specified by manufacturer; capability to maneuver sideways (left or right) and parallel to adjacent object along side, provide 360 degrees of yaw capability while traveling at zero knots (maintaining station), and have rapid deceleration capabilities allowing the boat to come to a full stop within a 36 foot linear distance, from a speed of 30 knots or more; turning capability to rapidly (within 5 seconds) alter its linear course and turn 180 degrees while traveling at a minimum speed of 30 knots; 200 US gallon (or more) fuel capacity in built-in fuel tank(s) accessible for inspection and repair; floatation foam in hull (positive floatation even if hull is swamped). Offerors must submit descriptive literature providing technical descriptions and other information in conjunction with offers/quotations ? see solicitation for details. Quotations received will first be evaluated to determine if they meet the evaluation factors and subfactors that establish the requirements of technical acceptability. These factors are satisfaction of/compliance with the technical specifications/ requirements of the solicitation and past performance. Of those quotations determined to be technically acceptable, the proposed price will be the determining factor in the selection of a quotation for award. Award will be made to the lowest priced, technically acceptable, responsible offeror, whose quotation, conforming to the solicitation, will meet the Government's requirements.
