- NOTICE OF INTENT TO ISSUE SINGLE SOURCE CONTRACT: The Transportation Security Administration (TSA) intends to award a firm fixed price contract modification on a sole source basis to: Grant Thornton, LLP, 333 John Carlyle St., Suite 500, Alexandria, VA 22314, to continue collecting data that will further validate the findings of the original Activity-Based Costing (ABC) study already completed. The purpose of this effort is to acquire contractor services to accomplish the following: (1) Review the costs associated with passenger and baggage screening services at 7 additional airports and add the resulting data to the Activity-Based Costing (ABC) model; (2) Identify the cost of operations at the studied airports that apply to opt-out under the Screening Partnership Program (SPP); (3) Analyze the centralized costs broken down into cost pools based on drivers so that TSA can determine how to apply centralized costs to individual airports, i.e., determine what percentages of those costs can be attributed to a specific airport and how much of that budget would no longer be performed by TSA if an airport elects to go from federal to private screening personnel; and (4) Populate the previously established cost management framework with data on the additional airports to support continued implementation of a sustainable cost management solution using ABC. The added data in the framework provides TSA the ability to regularly analyze resource costs, activity and process costs as well as the full cost of service on both an aggregate and unit basis. The collection of airport data will be used to refine and update the existing ABC models and advance decision-support initiatives throughout TSA. This effort will allow TSA to more accurately calculate the total cost (direct and indirect) of airports changing from federal to private screening services. The authority for this non-competitive action, TSA Management Directive No. 300.4 Competition & Single Source Acquisition, which is statutorily authorized by the Aviation and Transportation Security Act (ATSA) of 2001, P.L. 107-71, 49 U.S.C. d106 (l) and (m), and further regulatorily governed by paragraph 3.2.2.4 of the Acquisition Management System (AMS) for the Federal Aviation Administration (FAA), allows award of single source contracts when a rational basis is documented based on emergencies, standardization, and/or only source available to satisfy the mission requirement within the time required. GT is the only responsible source that can provide the services within the timeframe without the expense of substantial rework and development costs, and no other services will satisfy agency requirements within the required time period. It is planned that this modification to the current contract will be awarded with a period of performance of six (6) months only. Alternative services will not be considered.
