- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), conducts research and gathers data about the global oceans, atmosphere, space, and sun, and applies this knowledge to science and services that touch the lives of all Americans. NOAA must accomplish its complex scientific, technical, and management mission in an environment of increasing environmental, political, and economic demands and constantly changing technology. For several years, NOAA has been strengthening its Planning, Programming, Budgeting and Execution System (PPBES) capabilities. NOAA?s increased emphasis on high-quality resource management has stressed existing automated system capabilities. Consequently, NOAA wishes to upgrade or replace the automated support for its PPBES. The new system will be called the End-to-End Resource Management System?abbreviated as E2E. ?End-to-End? emphasizes the desired integrated nature of the system solution that will encompass early planning activities, programming, budget formulation, budget execution, and performance reporting and analysis. The purpose of this request for information (RFI) is to gain an understanding of the potential technology solutions, costs, and scheduling information needed to implement E2E. Additional information concerning the E2E project and instructions for submission are provided as attachments to this notice. All questions or requests for clarification should be submitted, in writing, to Joel L. Perlroth, Contracting Officer, no later than September 15, 2005. Electronic submission is acceptable. Answers to questions will be made available at as an amendment and provided to all potential respondents. Additionally, NOAA will hold an ?Industry Day? in the NOAA Auditorium on September 12, 2005, 9:00 a.m. to 12:00 p.m., to give interested organizations an opportunity to receive an overview briefing on E2E and to ask questions about the project. Organization POCs should send an email to E2E.PMO@noaa.gov, by Noon, September 8, 2005, with the full name, company, title, email address, and telephone number of individuals representing their organization who wish to attend the Industry Day. Attendees should arrive at lease by 8:30 a.m. to allow time for signing in so the meeting can start promptly. NOTE: In the transmittal letter submitted with the submission response only, please identify the business size/status of your organization (large business, small business, certified 8(a) concern, veteran owned, HUBZone, women-owned, etc.). All submissions received in response to this RFI will be used for informational and planning purposes only. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued or contract awarded. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of information. Responses to the RFI will not be returned. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with applicable Government regulations. In accordance with FAR 15.202 (e), responses to this notice are not an offer and can not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.
