- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13.5 as well as any supplemental information provided herein. This non-competitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The National Academy of Public Administration (NAPA), 1100 New York Avenue, N.W., Suite 1090 East, Washington, D.C. 20005-3934 is the developer and only source who provides annual membership in The Performance Consortium. These services provide public sector managers and human resource professionals access to a valuable source of practical expertise, best practices and innovative solutions for improving the management of human resources. The membership also allows access to valuable information, studies and documentation that are pertinent across the public sector as well as federal agencies on todays issues as well as future challanges. This procurement will be awarded utilizing simplified acquisition procedures through the issuance of a purchase order for membership renewal on a firm fixed priced basis in accordance with the provisions of FAR Part 13. The resulting purchase order will contain base requirements for a twelve-month period as well provisions for extending the membership for an additional twelve (12) month period. This announcement constitutes the RFP and is the only solicitation that will be issued. A sole source proposal is being requested pursuant to this announcement. This solicitation incorporates all of the applicable provisions and clauses in effect through the latest FAC as if stated in full text, as well as the terms and conditions of FAR 52.212-1. A quote will be delivered to the Department of Commerce, CAS, OS Business Solutions Team, 1401 Constitution Avenue, Room 6521, N.W., Washington, D.C. 20230, Attention: Ms. Joan Hanicak, no later than 2:00 PM (EST) on Sept. 02, 2005 with an award anticipated immediately thereafter.
