Description
SUBJECT: AVTRON K675A LOAD BANK OR EQUAL This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. QUOTES ARE BEING REQUESTED. Responses shall reference Request for Quotations No. DE-RQ26-05NT500842 the U.S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to purchase the following items: 1. AVTRON K675A Load Bank (OR EQUAL), capable of both resistive loads and inductive loads at 400Hz, with very small incremental load changes capability, with added remote control capability ??? 1 each. 2. National Instruments Field Point Remote (OR EQUAL) I/O integrated into load bank system, Contains RS232/RS485 Serial Port and 4-20 mA Analog output signal. The specifications for the 120 kVA, 208/120 Volt Three-Phase, 4-Wire, 400 Hertz Load Bank: CAPACITY: 120 KVA @ 0.8 pf, 120/208 VAC, 3 phase, 4 wire, 400 Hz 96KW Resistive; 72KVAR Inductive. LOAD STEPS: Balanced 3-phase with infinite resolution: 0 to 0.5, 0.5, 1, 2, 4, 8, 10, 10, 20, and 40KW; 0 to 0.375, 0.375, 0.75, 1.5, 3, 6, 7.5, 7.5, 15, and 30KVAR. RESISTIVE LOAD ELEMENTS: Load elements fully supported across its entire length within the air stream by segmented ceramic insulators with steel rod support. COOLING SYSTEM: Integrally mounted blower motor running from an external power source of 208 volts, 1 phase, 60 Hz (customer supplies). ENCLOSURE: NEMA 3R Permanent, Outdoor rated. CONTROLS: Motorized variacs for infinite load step resolution and pilot relay control for automated control of fixed load steps. CONTROL PANEL: Manual-located on unit. METERING: None. CONTROL POWER: 120V, 1 phase, 60 Hz supplied by user. COOLING AIR FAILURE: A differential pressure switch is provided and is electrically interlocked with the load application controls to prevent load from being applied if the blower is not functioning. REMOTE CONTROL: National Instruments Field Point Remote I/O (or equivalent), integrated into load bank system for remote control of all load bank control functions. Contains RS232/RS485 Serial Port and 4-20 mA output signal. Control computer and software programming by customer. AUXILIARY EQUIPMENT: Devices to be furnished with one (1) 5-wire, 100 foot long, copper, 600 volt, interconnecting cable set capable of device continious, full-load current at 400 Hz operation. Cable(s) to be supplied with copper terminal pads at both ends. Cables to be TC rated for installation in cable tray. DELIVERY: FOB Destination is required (all freight included). The provisions at 52.212-2 Evaluation ??? Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. The North American Industry Classification (NIAC) is 421610. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. Responses/offers are due no later than 5:30 p.m. Eastern Time Zone on September 20, 2005.
