- This is a combined/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI-5110 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-05). The National Institute of Allergy and Infectious Disease (NIAID) intends to procure Synthetic DNA, Geneart Gene No. 053321; Synthetic DNA, Gene No. 053324; Synthetic DNA, Gene No. 053327; Synthetic DNA, Gene #053339; Synthetic DNA, Gene No. 053342; Synthetic DNA, Gene #053345; Synthetic DNA, Gene No. 053348; Synthetic DNA, Gene #053351; Synthetic DNA, Gene #053354; Synthetic DNA, Gene #053357; Synthetic DNA, Gene #053360; Synthetic DNA, Gene #053363; Synthetic DNA, Gene No. 053366; Synthetic DNA Variant of 1001-2000bp; Variant Subcloning; Subcloning; Plasmid Preparation pPREP-1; CD-Data Only; Shipment; plus VAT. All items are a quantity of 1. The Contractor will synthesis the genes under the following criteria. The contractor will analyze the amino acid sequences of the influenza viral HA genes. The DNA sequence will be optimized to Human codon. The DNA sequence will not exceed 55% GC content. The contractor?s analysis of the gene sequences will be with multi-parameter optimization for enhanced protein expression of the synthetic construct. The contractor will put the synthesized genes into our two vector plasmids in particular sites. The contractor will produce each plasmid DNA in 3mg. The production process will be due to ISO 9001:2000 certification. All production steps will be in own proprietary developments or in-licensed (PCR license from F. Hoffmann-La Roche Ltd.). The contractor will sequence the final plasmids products to ensure the quality. The contractor will complete the entire production starting 9/26/05 and finished by 12/05/05. The Project #: 1 Z01 AI005003-01, Title: Development of Influenza Vaccine. To be considered for production, the vendor will have a successful track record with DNA synthesis, GLP, cGMP grade, quality production, and comply with all federal regulations regarding preparing reagents for clinical trials. The Contractor will meet the following criteria: Demonstrate previous expertise in the manufacture of synthetic DNA in GLP and cGMP grade quality, including sequence verification, required purification and assurance of adequate yields. This is a Small-Business Set Aside. The North American Industry Classification System (NIACS) Code for this acquisition is 541380 and the small-business size standard is $6.0 million dollars. This is a firm fixed-price contract and the FOB terms are destination and Net 30.
