- The Department of Health and Human Services/Program Support Center (DHHS/PSC) intends to award a sole source simplified acquisition to the National Institute for Healthcare Management (NIHCM), Research and Educational Foundation, located in Washington, DC for the DHHS/Agency for Healthcare Research and Quality (AHRQ). The purpose of this requirement is to convene a meeting of leading executives in health plans to discuss the role of health plans in regional health information data exchange and to yield insights into how best to promote effective adoption of health information technology (IT). The convening of a meeting in a short timeframe requires extensive experience working with AHRQ and as a meeting planner. NIHCM has held two previous meetings for AHRQ on related topics and provides the conceptual continuity and infrastructure to link these meeting findings together. NIHCM is the only known source that can provide the required background, knowledge, and infrastructure to position this leadership dialogue in the framework of AHRQ's current involvement in health IT, disseminate the outcome of the meeting through their Issue Brief forum to a wide audience of relevant stakeholders, and provide the continuity of services as to not to result in substantial duplication of cost to the Government and unacceptable delays in fulfilling the agency?s requirements. The period of performance shall be for a period of one year from the date of award. The North American Industrial Classification System (NAICS) code is 541990. Interested concerns may identify their interest and submit written documentation that demonstrates the ability to respond to this requirement within five (5) days from the date of publication of this notice. This notice is NOT a request for proposals. Capability statements received within 5 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Responses must be in writing and refer to 05R000196 to the attention of Susan Moran. If no affirmative responses are received, the Contracting Officer will proceed with an award to NIHCM.
