Description
The VAMC Miami Research Service has a requirement for a performance based service contract (PBSC) for information technology support. Statement of Work 1. Introduction, overview, or background The Department of Veterans Affairs (VA) Office of Research and Development (ORD) oversees thousands of research projects performed at VA medical centers (VAMCs) every year. The research project management process covers the entire life cycle for projects, starting with the issuance of request for proposals (RFP) by the ORD, to proposal submission and review, to notification of funding decisions, to management of funded projects. In addition, this process includes committee management, compliance management and performance tracking. The VA relies on a variety of methods and tools to perform these tasks, many of which vary throughout the four ORD services. These four services include: a. Biomedical Laboratory Research and Development (BLR&D). b. Clinical Science Research and Development (CSR&D). c. Health Service Research and Development (HSR&D). d. Rehabilitation Research and Development (RR&D). Numerous systems currently support these processes, although many support only a limited number of programs or offices. The system in use, many of which operate on aging platforms, vary significantly between ORD research services and the local research offices. Over the past several years, the VA has conducted several studies to identify specific requirements and the best options for upgrading these systems to alleviate inadequacies. Until these plans are put into action, ORD will continue to use the current collection of systems; therefore, adequate management, maintenance, and enhancement services will need to be sustained. 2. OBJECTIVE The intent of the contract is to obtain central Automated Data Processing (ADP) preventive and remedial database/software/hardware maintenance services at the RDCC. The objective is: a. To significantly enhance existing functionality and usefulness (generally these enhancements are in response to requests made by Research and Development customers). b. To contribute to the product?s ease-of-use and aesthetic qualities. c. To incrementally improve the product?s robustness from update to update. This includes the repair of potential problem-causing anomalies not yet encountered by customers. D. to plan, design, enhance, implement and maintain all server/network application projects for RDCC and ORD. e. In order to perform the above mentioned objectives successfully, recommended knowledge areas should include: project management, database administration, business/system analysis, documentation specialist, reporting specialist, end-user support and network administration. 3. SCOPE VA ORD is currently seeking a vendor to manage, maintain, and enhance the numerous software applications supporting current local/national operations and the network they reside on. The service support will affect the four research and development services under the Office of Research and Development, as well as the individual field-based local research offices supporting the research and development work of the VA. The Research and Development Computing Center (RDCC) Network is located on the 4th floor of the Research and Development Office at 103 S. Gay Street, in Baltimore, Maryland 21202. The RDCC operates an Ethernet LAN running at 100 Mbps. In addition to supporting the resident staff, this network contains a number of significant components. 4. PERFORMANCE REQUIREMENTS During the life of the contract verify conformance with ORD information processing standards and functional requirements. Prior to delivery of modified/enhanced software/database, demonstrate the operational capability of the system software. Newly modified/enhanced software/database shall not adversely affect system performance. New releases of software must maintain previously provided functionality while providing enhanced capabilities or system corrections. For software conversion projects, provide an inventory of programs, database and a description of the complexity of the existing systems and programs for transfer to another processing system or hardware and software platform operational environment including but not limited to database, files, programs, lines of code, and interdependencies.
