- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. It is noted that a combination of FAR Part 12 and 13 are being used for this action. This solicitation document incorporates clauses and provisions in effect through FAC 05-05. The solicitation is Request for Quotations (RFQ) # 671-6Q-06. The NAICS code is 423450 and the size standard for Government contracts is 500 employees. It is noted that in accordance with FAR 11.105 and Veterans Administration Acquisition Regulation (VAAR) 811.104 that a determination has been made that the items listed herein are to be purchased using Brand Name specifications only. Substitute or similar items are not acceptable. The provisions at FAR 52.212-1 Instructions to Offerors-Commercial Items and 52.212-3 Offeror Representations and Certifications-Commercial Items apply to this solicitation. FAR 52.212-1 is incorporated by reference and will be included in any resultant contract. FAR 52.212-3 can be obtained at http://www.acqnet.gov/far/ and should be downloaded an completed by offeror. The completed Offeror Represntatons and Certifications-Commercial Items should be submitted with the pricing from the offeror. Offerors should note that they complete only paragraph (j) of the provision if they have completed the annual representations and certifications electronically at http://orca.bpn.gov, and if they have not completed the annual representations and certifications on-line they will have to complete only paragraphs (b) through (i) of the provision. The FAR clause 52.212-4 Contract Terms and Conditions-Commercial Items is incorporated herein by reference and will be included in any resultant contract. This clause can be accessed at http://www.acqnet.gov/far. The following portions of the FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items is included herein and will be included in any resultant contract: paragraphs (a), (b) (14-20, 24, 26 and 32), and (e)(1), (ii, iii, and iv), and (e) (2). This clause can be accessed at http://www.acqnet.fov/far. All Contractors are required to register in the Central Contractor Registration (CCR) database prior to being awarded a contract. Contractors are responsible for the accuracy of information added to CCR. Registration can be accomplished by going to http://www.ccr.gov/. The South Texas Veterans Health Care System (STVHCS) has a requirement for a Luminex? 100? Total System. For purposes of identification, each item will include a Contract Line Item Number (CLIN). CLIN #1. Included with the system are the following: Compact lab analysis system integrating lasers, optics, fluidics, a controller and advance signal processing in a 17? X 20? footprint. IS Software, Bar Code Reader and PC with flat screen monitor included. The system enables simultaneous assays of up to 100 analytes per well of a cicrotiter plate. LUMINEX XYP (X-Y Platform)-Low-profile microplate interface for walk-away operation and robotic capability. LUMINEX SD-Sheath delivery that connects to the 20 L sheath container and provides a continual flow of sheath fluid for up to 48 hours of operation. Developer?s Workbench Software-Creates templates to analyze data with the IS 2.3 software. This portion shows LUMINEX Product #CN-L006-01. CLIN #2.
