Description
This is a source sought to locate additional sources who can manufacture Comforter in accordance with specification below. The comforters have to be manufactured in accordance with DFARS 252-225-7001, Buy American Act and Balance of Payments Program and DFARS 252-225-7012, Preference for certain domestic commodities, which is known as the Berry Amendment. The acquisition will be a base year with four option periods. Delivery is scheduled 31 Mar each year. The estimated quantity is around 1200 per year. The applicable NAICS Code is 314129 and the applicable size standard for this proposed acquisition is 500 employees. This synopsis is for planning purposes only and does not commit the government to pay for the information requested, issue a solicitation, or award a contract. You must address the following information: three (3) past performance information with a point of contact with telephone number, a statement on how long they have been in business and if they have manufactured comforters, and how long they have been in business with their Duns & Bradstreet number, and size of business . The deadline for response to this notice is close of business, 31 August 2005. Specifications: UNITED STATES AIR FORCE ACADEMY PURCHASE DESCRIPTION 34 TRW/SDCU-175 JUNE 30, 2004 USAF ACADEMY PURCHASE DESCRIPTION COMFORTER, REVERSIBLE 1) SCOPE This purchase description covers the requirements for one type reversible comforter, 50% polyester, 50% cotton-blend cloth, with l00% polyester filling. 2) FIRST ARTICLE Before production is commenced, the contractor shall submit to the contracting officer, for approval, one finished comforter in each color edge binding being ordered. The first article shall be made in accordance with this purchase description. 3) CLASSIFICATION Bedspreads shall be of one type, size and color (AFA Blue, Shade 500 - color sample furnished on request), and shall have edge binding in four class colors in accordance with the Standard Color Reference of America (l0th Ed.). Class Color Color No. 1 Pimento 80042 2 Blue Steel 80047 3 Gold 80ll0 4 Majolica Blue 80l05 4) MATERIALS A. Basic Fabric. The basic fabric for the comforters shall be tight-weave, 50% polyester, 50% cotton-blend cloth. B. Filling. The filling shall be of l00% polyester fiberfill. C. Interlining. The interlining shall be non-woven, in a good commercial grade, and be able to withstand commercial dry cleaning. D. Edge Binding. The edge binding shall be of nylon in accordance with Military Specification MIL-PRF-5038, Classification Type 3, plain weave, l" wide. 5) DESCRIPTION/DESIGN A. Finished Measurements: The dimensions for the bedspread shall be 98" long by 52" wide before binding is attached. B. Weight: The total weight of the finished bedspread shall be no less than 3 l/4 lbs. + 4 oz. C. Bedspread Style and Stitching Design: The bedspread shall be rectangular in shape with two square ends and two rounded ends. The quilt design shall be diamond shape measuring 4"x 6", see figure 1 and 2 6) COLOR The bedspread shall be AF Academy Blue, Shade 500 (color sample furnished on request), with the respective class-color edge binding. 7) COLORFASTNESS The comforter shall show fastness to dry cleaning. During the First Article inspection, the blanket will go through a dry cleaning process. 8) LABEL A. Identification/Care Label: The blanket shall have a white cloth identification label, measuring 2 l/2" long by 2" wide. The identification label shall be made of good quality label material. The label shall have printed the words: Cadet Name, Cadet Squadron, and SSN and have space for the cadet to fill in this information. The label shall also have dry cleaning instructions, see Label below. Stitch label centered at square end of comforter, see figure 1 & 2. CADET NAME: __________________ CADET SQUADRON: __________________ SSN: __________________ DRY CLEANING INSTRUCTIONS: B. Bar Code: A Code 39 bar code label shall also be affixed to the individual garment package. The Code 39 bar code shall be a removable paper ticket of commercial quality with the USAFA 10ABW/LGLC stock number and Code 39 bar code. The paper ticket shall contain a short item description to include size in plain text. 9) OTHER REQUIREMENTS A. Certification The contractor shall certify that the product offered meets the salient characteristics of this description and that the product conforms to the producer?s own drawings, specifications, standards and quality assurance practices. The Government reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise provided for under the provisions of the contract. Reliance on contractor quality assurance systems shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. B. Certification of Compliance: Unless otherwise specified in the contract or purchase order, certificates of compliance shall be requested by government on all components, if the government deems necessary. 10) INSPECTION A. Inspection The contractor shall inspect the finished products 100% for compliance with this purchase description prior to submitting to the USAFA for final inspection by 34 TRW/SDCU Quality Assurance personnel. B. Final Inspection: The point of final inspection and acceptance of the finished articles shall be at the USAF Academy, using ANSI/ASQC Z1.4-1993 and this purchase description. C. Inspection Levels and Acceptable Quality Level Inspection levels and acceptable quality levels (AQL?s) expressed in defects per hundred units (DHU) shall be in accordance with ANSI/ASQC Z1.4-1993. To get an accurate understanding of defects per hundred the inspector shall follow ANSI/ASQC Z1.4 Inspection Levels and its instructions. X C Defects such as holes, cuts, and or tear, or other damages that would make the blanket unserviceable. X D Unraveling or loose thread. X E Discoloration stains or spots due to material or workmanship such as, bleeding of the reactive dyes. X F Color not conforming to the color specified as described by The Standard Color Reference of America 10th Edition. X G Incorrect measurements will be scored using the size-measurement defect, AQL level 4.0, Inspection Level S-3. X H Labels sewn on sloppy, not readable, made of poor material, or missing. X I Missing Instruction Label or Code 39 Bar label. Bar code 39 not scannable and or not readable by government system. Label not readable. X D.
