Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SUBJECT TO AVAILABILITY OF FUNDS 2 each 12 ft x 20 ft X 8 ft x 8 ft precast concrete (Peeble) Buildings. Buildings must be offloaded and placed, one at TA 42 and one at Bldg 4200 at Fort Lee, VA 23801. BRAND NAME OR EQUAL SPECIFICATIONS FOR PEBBLE BUILDING EASI-SET BUILDING SPECIFICATIONS 1.0 CODES AND STANDARDS. 1. The buildings shall meet the following Codes and Standards: 1.1 ACI-318-93, Building Code Requirements for Reinforced Concrete. 1.2 Concrete Reinforcing Institute, Manual of Standard Practice. 1.3 ASCE-7-88 Building Code Requirements for Minimum Design Loads in Buildings and Other Structures. 1.4 Fabricator must be producer member of National Precast Concrete Association (NPCA) and participate in its Plant Certification Program. 2.0 DIMENSIONS AND DESIGN LOADS: 2.1 Exterior: 12x20x8-8 2.2 Interior: 116x196x80 2.3 Standard Live Roof Load: 60 psf 2.4 Standard Wind Loading: 27 psf (100 mph) 2.5 Roof shall have a 2 ? overhang on all sides. It shall include a turndown design that caps all four walls and has a built-in drip feature and integral architectural ribbed feature. 2.6 Roof, floor and walls must each be produced as single component monolithic pours. No roof joints or vertical wall joints will be allowed, except for corners. 3.0 MATERIALS: 3.1 Concrete: Steel-reinforced, 4000 PSI minimum 28-day compressive strength, air-entrained (ASTM C260). 3.2 Reinforcing Steel: ASTM A615, grade 60 unless otherwise indicated. 3.3 Post-tensioning Strand: 41K Polystrand CP50, .50, 270 KSI, 7-wire strand, greased plastic sheath, (ASTM A416), roof and floor to be each post-Tensioned by a single, continuous tendon. Said tendon shall form a substantially rectangular configuration having gently curving corners and a corner where the tendon members are anchored. Tendons shall be greased and enclosed within a sheath. 3.4 Panel Connections: All panels shall be securely fastened together with ? thick steel brackets. Steel is to be of structural quality, hot-rolled carbon complying with ASTM A283, Grade C. All fasteners to be ? diameter bolts complying with ASTM A3 07 to low-carbon steel bolts. Cast-in anchors used for panel connections to be Dayton-Superior #F-63, or equal. All inserts for corner connections must be bolted directly to form. No floating-in of inserts into top of casting while in forms shall be per mitted. 3.5 Doors and Frames: Shall comply with Steel Door Institute Recommended Specifications for Standard Overhead. The buildings shall be equipped with an 8wide x 7 high steel garage door with 16 gauge metal frame. Doors and frames shall be bonderized a nd painted one coat of rust inhibitive primer and one finish coat of dark bronze, if no other color is specified. NOTE: Normal surface preparation of finish coat would be required to color change or additional coats at later time. 3.6 Door Hardware: 3.6.1 Lock Set: EASY-SET 200KD (Bigon #26 finish), or equal. 3.6.2 Drip Cap: National Guard 15D72. 3.7 Caulking: All joints between panels shall be caulked on the exterior and interior surface of the joints. Caulking shall be Sonneborn, Sonolastic, NP-1, limestone, or equal. 3.8 Vents: Two screened vents to be cast in rear wall. Vents shall be Metalines M-22-FL, or equal. 4.0 CONCRETE FINISHES 4.1 Standard Finishes: 4.1.1 Smooth steel form finish on all interior panel surfaces: aggregate must be seeded into top of panel while in form; retarded and water washed. 4.1.2 Washed brown Riverstone Aggregate finish on all exterior wall surfaces. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this requisition. Offerors are requested to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. The clause at 52 .212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition; addenda to the clause are not included. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; The clause 52.228-5 Insurance work on a Government Installation; 52.232-38 Submission of Electronic Funds; 52.249-4 Termination for Convenience of the Government, Services; 252.212-700 Offeror Representation and Certifications; 252.212-7001 Contract terms and conditions required to implement statutes of executive orders applicable to defense acquisitions of Commercial items; Clause 52.216-1 Type of Contract.
