Description
The U.S. Army Medical Research Acquisition Activity, 820 Chandler Street, Fort Detrick, Md has an urgent requirement to establish a firm fixed price contract for the design, development and manufacturing of the Personal Information Carrier (PIC) prot otype as well as subsequent injection Mold creation and per unit production for option years. The contractor will develop a prototype Personal Information Carrier (PIC) within the window of opportunity. The PIC must address the needs of the Stryker Brigad e Combat Team (SBCT), SOCOMM, and the Marines. An injection mold must be developed and the proper number of test devices created. In addition, options for additional production are possible if the resulting prototype is successful. The contemplated cont ract is for a basic contract period of 30 September 2005 through 29 September 2006 with two one-year option periods. This acquisition will be accomplished as a Commercial service pursuant to FAR part 12 and in accordance with FAR 15, contracting by negoti ations. The government intends to evaluate proposals and make award with discussions, but reserves the right to award without discussions. If award is made without conducting discussions, offerors may be given the opportunity to clarify certain aspects o f proposals (e.g. the relevance of an offeror's past performance information and adverse past performance information to which the offeror has not previously had an opportunity to respond) or to resolve minor or clerical errors. This solicitation is 100% set-aside for veteran owned small business. The North American Industry Classification System (NAICS) code is 334418. Electronic Copy of solicitation W81XWH-05-R-0031 will be available on or about 09 September 2005 on our website www.usamraa.army.mil und er solicitations. Solicitation will close 10 calendar days after date of issue due to the urgency of the requirement. Contractors must be registered in the Central Contractor Registry to receive a contract award from a DoD activity. All prospective offer s interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE CODE). Effective 1 January 2005, offertory are required to provide representations and certifications electronically via the BPN website; to update the reps and certs as necessary, but at least annually, to keep them current, accurate and complete.
